Summary Objective:

The purpose of this position is to manage the financial processing and reporting operations of Marion County in compliance with all applicable laws, rules, regulations and procedures prescribed by the Government Accounting Standards Board, Federal and State Regulatory Agencies and Marion County.

This class formulates long-range goals for the organization, develops policy and position papers and interacts with Department Managers, the Chief Administrative Officer and/or elected officials.

Essential Functions:

  • Plans, organizes, supervises and evaluates staff and activities of the Finance Department.
  • Provides training and coaching for performance improvement and development.
  • Establishes and enforces Finance Policy and Procedure.
  • Coordinates Financial activities with Elected Officials, Administration, and Department Managers.
  • Maintains structure of General Ledger.
  • Establishes Special Revenue/Grant Funds in coordination with other interested parties.
  • Monitors all grant expense activity.
  • Reviews monthly General Ledger for accuracy and makes any necessary adjusting entries.
  • Ensures that all asset, liability and fund account balances are correctly stated.
  • Operates the County's Accounts Payable System – Ensuring that all appropriately documented invoices are paid in a timely manner.
  • Audits all Purchase Order and Requisition coding to ensure the proper recording of County costs of operation.
  • Maintains the AP paid out invoice files so that information is readily and easily accessible for management and external audit.
  • Tracks and maintains listing of all the County's capital assets.
  • Updates General and Subsidiary Ledger Systems.
  • Ensures proper close of Special Revenue Funds each fiscal year.
  • Assists in developing and compiling the annual County budget; assists in the review and preparation of budget estimates; provides financial and budget information to other departments and assists in resolving questions and issues.
  • Conducts Analysis of Budget vs Actual activities.
  • Provides financial analysis to Administration, Departments, auditors, regulatory agencies, and other stakeholders.
  • Coordinates annual external audit activities.
  • Performs any Financial duties as needed to keep processes and systems current.

Minimum Education and Experience Requirements:Requires: Bachelor's degree in accounting, Business, Finance or related field of study.Requires 5 years of experience in financial operations of a mid-size or large company or organization, preferably in a strategic, analytical and/or managerial role; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.

Job Type: Full-time

Pay: $60,000.00 - $90,000.00 per year
