Summary As a Legal Administrative Specialist at the GS-0901-9, you will be part of Retirement Services Office of Personnel Management. If selected, you will be responsible for responding to phone and email inquiries, and receiving and responding to correspondence about retirement benefits and individual claims. Responsibilities Using retirement systems technology to answer and resolve customer inquiries received over the telephone, and/or as written or electronic correspondence. Resolving phone calls of unusual technical difficulty such as when callers inquire about obscure or seldom used retirement laws Reviewing and approving recommendations made by Customer Service Specialists particularly on matters of high complexity. Expediting resolution of special, unique case problems or actions through interaction with managers responsible for the areas in question. Providing assistance in developing lesson plans for training programs and will deliver formal training, briefings, and workshops and provide one-on-one training as well as coaching and mentoring new employees and employees with performance problems. Requirements Conditions of Employment Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Complete the initial online assessment and USAHire Assessment, if required This position is eligible for inclusion in the bargaining unit. Qualifications For the GS 9: You must possess at least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-07 grade level or payband in the Federal service (obtained in either the public or private sectors) performing all of the following: 1) Explaining programs, rules and regulations to customers; AND 2) Addressing routine customer inquiries that require knowledge of Federal retirement and benefit programs; AND 3) Answering customer inquiries that require making requested adjustments to annuitant records. OR A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree of LL.B or J.D. Such education must include courses directly related to the work of the position. OR A combination of education and experience to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned, in excess of 18 semester hours, by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To calculate your percentage of experience, divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months worked. Add the percentages. The total must equal at least 100 percent to qualify. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-07 grade level is required to meet the time-in-grade requirements for the GS 9 level. You must provide an SF-50 that shows you meet Time in Grade such as a Promotion, Within Rate Increase (WRI/WGI), or Appointment/Conversion SF-50 or Notification of Personnel Action showing you are in a competitive service. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of experience is considered to be 40 hours of work per week. This may be reflected on the resume as either hours work or full-time. Education This position does not have a basic education requirement.
