THIS SPECIAL DUTY ASSIGNMENT (SDA) ANNOUNCEMENT.

This SDA is open only to active, Career Service King County employees who have completed their initial County probation period.

This assignment is anticipated to last up to 6 months.

This position is responsible for serving as Facilities Management Division's (FMD) top finance manager and managing the finance and payroll section. Duties include directing the work of finance and payroll staff including recruitment, selection, discipline, terminations, employee development, and performance evaluation of said staff; developing strategic long-term policy on financial and budgetary issues; overseeing the financial responsibilities of the expanded parking program and print shop operations; monitoring financial activities for Harborview capital funds, Harbor Island Film Studio project, and ongoing hotel acquisitions; administering bond, federal, and state grants, and budget reporting compliance; auditing and managing payroll risk for the division; and collaborating on emerging issues as a member of FMD's leadership team. The FMD Finance Manager will also be responsible for managing and collaborating with FMD leadership and PSB to oversee continuous improvements efforts around division finance.

KEY EXPECTATIONS/RESPONSIBILITIES:

  • Overseeing the division's finance, accounting, and budget functions, including management of grant funds.
  • Coordinating the preparation, implementation, and monitoring of operating and capital budgets, including oversight of multiple operating and capital funds.
  • Managing communication of division financial information to other executive staff (e.g., other divisions and department finance managers), as well as council staff, working through executive protocols.
  • Managing the work of staff, including recruitment and selection, discipline and termination, work assignments, employee development, and performance evaluation.
  • Work in collaboration with division leadership to lead the section's equity and social justice efforts, including training, process review, process improvement, and strategic planning.
  • Preparing/providing quality control of financial information provided by the division to external parties.
  • Ensuring adequate financial and project management controls are in place.
  • Communicating funding options to senior executive and council staff and citizen advisory groups to assist in funding proposal development, and for preparation and review of legislation and reports for the King County Council (such as quarterly revenue reports, budget and rate legislation, and fiscal notes that accompany legislation).
  • Overseeing the preparation and communication of information to respond to external groups reviewing the division's financial performance, such as state and county auditors, and appointed citizen oversight boards.
  • Identifying and assessing department or division projects/programs and financial requirements.
  • Participating in developing strategic planning and project/program implementation efforts.
  • Identifying and assessing policy and procedural issues and make recommendations to management on recommended courses of action.
  • Managing, overseeing, and collaborating with FMD leadership and PSB to oversee finance continuous improvements efforts.
  • Other duties as assigned.

THE IDEAL CANDIDATE WILL:

  • Have a strong background and knowledge of King County financial administration and budget planning and analysis.
  • Have experience leading or managing continuous improvement efforts for a King County division or department finance team in collaboration with division/department leadership and/or PSB.
  • Be knowledgeable about how large organizations work, including how to get things done through formal and informal channels. Familiarity with the legislative process is a plus.
  • Possess a strong grounding in budget preparation process. Experience with consolidating multiple stakeholder budgets is a plus.
  • Have the ability to develop metrics and use innovative visual tools to display division budget priorities and strategic initiatives in a clear and impactful manner for use in policy decision.
  • Be flexible and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
  • Be customer-focused and culturally aware. Embrace and lead equity and social justice initiatives.
  • Possess strong ability to navigate through potentially conflicting stakeholder perspectives.
  • Be an excellent communicator to a wide variety of audiences.
  • Be proficient using Business Intelligence Tools and Enterprise Resource Programs (ERP) in daily work (the county uses Oracle financials, PeopleSoft, and other tools).
  • Apply quantitative and qualitative analysis and evaluate data for decision-making.

WHO MAY APPLY:

  • This opportunity is open to all eligible King County employees.
  • The successful candidate must have permission from your immediate supervisor to accept an SDA.
  • This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not overtime eligible.
  • Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek. Standard working schedule will be between the operating hours of 8:00 a.m. – 5:00 p.m., Monday through Friday.
  • This position is not represented.

TEMPORARY TELECOMMUTING REQUIREMENT:

  • This position is considered hybrid with onsite requirements of at least 2-3 days per week. Remote opportunities are subject to change at the discretion of the supervisor, and at the direction of the King County Executive.
  • Onsite reporting location will be the King County Chinook Building, 401 5th Ave., Seattle WA 98104.
  • Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
