The Office of Revenue Management & Development (ORMD) maximizes federal and state funding of HRA costs through the activities of developing revenue-enhancing initiatives and carrying out revenue-generating projects, savings millions of City tax levy dollars.

The Revenue Project Analyst performs difficult professional work dealing with policy and administrative issues as well as performs Federal and State legislative research. In addition, the Revenue Project Analyst performs advanced budgeting and economic research services for all areas of' the Finance Office, using HRA's Enterprise Data Warehouse (EDW).

The Office of Revenue Management and Development (ORMD)/Deputy Commissioners Office is recruiting One (1) Administrative Staff Analyst NM-I to function as a Revenue Project Analyst position who will:

- Monitor the effectiveness of procedural enhancements and work efforts and oversee the development of automated management tracking systems; interact with executive staff of ORMD to increase effectiveness by developing review protocols, written procedures, and suggestions for new initiatives.

- Analyze and evaluate quality control and maintenance of applications and systems for revenue tracking, State and Federal claiming, reconciliation of accounts and other important fiscal operations performed by ORMD.

- Assist ORMD in maximizing reimbursement to the Agency from external sources by utilizing multiple data resources including EDW and general internet/library research; analyze new requirements and standards of City, State and Federal policies to ensure Agency compliance, and investigate the directions of trends that could affect ORMD in the future.

- Prepare detailed comprehensive summary reports for review by the Deputy Commissioner; perform economic research and studies to develop and propose new revenue related initiatives to the Deputy Commissioner of ORMD; perform studies of various ORMD operations to determine where weaknesses exist in order to develop alternative financial plans that will reduce the Citys budget gap. Recommend to the Deputy Commissioner innovations developed from suggestions of individuals in bureaus and divisions of ORMD.

- Plan, monitor and report the implementation and tracking of approved budget and revenue initiatives by the Office of Management and Budget (OMB); track, monitor and document project-specific workflow, reporting project progress to ensure each step in the process is accomplished in a timely manner; and assist with the design of alternative approaches for effective workflow process and reporting.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in 1 above.
