HDR is seeking a Deputy Construction Department Manager to lead a major Construction Program for our client in Pompano Beach, Florida.

The vision for this role is to support the client's Construction Program across all workstreams while helping guide the implementation of the recommended program enhancements.

Primary Responsibilities:

* Provide client construction program leadership with an outlet to delegate tasks and refine initiatives, policies, and procedures

* Provide redundancy and coverage for the client leadership team in their absence

* Increase communication lines by providing services across all workstreams and with connections to the Materials Group and the workforce development team.

* The services provided by this leadership position will touch all workstreams, including:

Program Management

* Directly support District Construction Engineer (DCE) in administration of Construction Program's mission and vision

* Lead special assignments or strategic tasks from DCE (process improvements, policy development, etc.)

* Support collaboration with the Materials Program

Consultant Workforce Program

* Support the development and refinement of roles and responsibilities for positions within the Construction Program

* Work closely with the HDR and client talent management team to develop onboarding and training materials specific to program management, project controls, etc.

* Participate as a member of the Consultant Talent Board communicating the needs of the Construction Program

Program Delivery

* Directly support the Assistant Construction Engineer with the delivery and management of construction projects

* Mentor Program Managers

* Facilitate collaboration and coordination among Program Managers and their teams

* Develop workflows and processes for core functions

* Assist in the project assignment process

* Manage projects as needed or on a temporary basis while the assigned Program Manager is finishing other assignments

Program Controls

* Assist the Program Controls team with the development and enhancements of PowerBI dashboards, process workflow visualization, etc

* Support CEI assessments.

* Assist with training curriculum related to scheduling, risk management, and performance tracking.

Preferred Qualifications

* Master's degree in Engineering, Construction Management, Business Administration or closely related field

* Experience leading the consultant or owner program management team of at least one transportation or infrastructure program(s) with a capital value of $500 million

* Experience with FDOT or Florida Turnpike

* Knowledgeable of other alternative delivery/contract models, such as public-private partnership (P3), design-build-finance-operate-maintain (DBFOM), and engineering procurement construction (EPC)

Required Qualifications

* Bachelor's degree in Engineering, Construction Management, Planning, Sciences, Business Administration or a closely related field

* At least one of the following licenses/certifications:

* Professional Engineering License;

* PMI Project Management Professional (PMP) certification;

* PMI Program Management Professional (PgMP) certification;

* AICP Certification

* CMAA Certified Construction Manager (CCM) Certification

* Program management experience consistent with the following requirements:

* A minimum of six (6) years of program management experience, with at least four (4) years as a Program Manager or similar role with equivalent responsibilities and;

* Experience leading as a Program Manager or serving in a similar role on the delivery of two or more programs, each with a capital value of $350 million or more. Experience delivering concurrent programs with a total value of $350 million or more qualifies as one of the required programs.;

* Strong leadership skills with experience building a cohesive team culture and managing team members located in various locations

* Excellent communication skills. Comfortable presenting to client executives and in front of a large audience in a public setting

* Management experience with the implementation of projects or programs using alternative and collaborative delivery methods, including design-build (DB), progressive design-build (PDB), and/or construction management at-risk (CMAR)

* Familiar with the various types of tools used to manage large programs PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.

* Experience working in an integrated fashion within a Program Management Office (PMO) comprised of both consultant and client staff
