This position exists to manage the day-to-day relationship with licensed navigator and certified application counselors (CAC's) that participate in the MNsure state exchange.

The incumbent will work jointly with the navigators, CAC's, and internal business areas to resolve issues, refine process, clarify policy and support the relationship between brokers, consumers, DHS and MNsure.

The incumbent will work to create a service relationship with agents, input and track documentation, correct and/or coordinate transactions relating to Qualified Health Plan (QHP) enrollment, educate consumers and assisters regarding QHP and Public Program policy and handle back-office duties on behalf of the agent (assisting with license/education verification, processing certification of assister organization employees).

**Minimum Qualifications**

One year of career experience as a permanent MN Health Ins Prog Rep 1.

**OR**

Two years of career experience demonstrating the following:

+ Policy and federal and state laws governing health insurance programs and policies, clientele, application processes, eligibility criteria and enrollment operations.

+ Experience handling financial transactions including payments and receipts.

+ Experience handling customer service issues in-person and over the phone.

+ Experience in creating and analyzing reports using programs such as Microsoft Excel.

**Preferred Qualifications**

+ Experience working with MNsure or DHS on consumer eligibility, enrollment, or plan / provider issues.

+ Experience working with licensed navigators and certified application counselors.

+ Experience with call center metrics, call scoring / coaching.

+ Experience with CRM, Finesse and other call center technologies.

+ Experience with Minnesota Eligibility Technology System (METS) and GetInsured (GI).

+ Knowledge of HIPAA and the Data Privacy Act.
