POSITION SUMMARY:Plans, organizes, and supervises the activities of the Divisions of Water/Sewer and Miscellaneous Billing, in the Department of Finance. Work includes supervising other professional staff, resolving major systems' problems and developing, evaluating and implementing financial systems, programs and procedures. Requires evaluative thinking and carries out assignments in accordance with functional precedents, practices and policies, as well as developing new methods of completing assignments by identifying and implementing regulated changes affecting assignments.

STARTING SALARY HIRING RANGE:$43.91 - $49.52$91,329 - $103,002

CLASS DESCRIPTION:Performs management and advanced level financial administrative work under general supervision from an administrative superior. Work includes planning, organizing, and supervising the activities of a major financial bureau or assisting in the operational and administrative management of the Budget office; resolving major program problems; and developing, evaluating and implementing financial and budgeting programs and procedures.

Acts as a liaison to other county agencies and internal Department of Finance Bureaus/Divisions for all matters related to the operational work performed by the Divisions of Water/Sewer and Miscellaneous Billing.

Serves as a back-up for Division Chiefs when/where applicable. Assist Division Chiefs with issue resolution.

Oversee administration of Howard County Bag Fee Program (Compliance, communication, fee collection).

Bureau of Water & Sewer and Miscellaneous Billing:Oversee operations of the following Divisions:

Division of Water & Sewer Billing:

  • Oversee Billing, account reconciliation and payment management of over 80,000 customer accounts. This includes but is not limited to establishing new accounts, managing owner transfers such as moves or changes, explanation of charges and service interruptions.
  • Organize, implement and maintain guidelines in the H2O payment assistance program by working with internal and external agency partners to offer assistance for hardship customers.
  • Assist Division Chiefs with identification of delinquent customer accounts for annual Tax Sale processing.
  • Assist Division Chiefs and Administrative Manager with interviewing, hiring, training, performance evaluations and conflict resolution of Division staff.
  • Assist Division Chief of Water/Sewer Billing with research, troubleshooting and resolution of technical matters impacting billing and payment functions by working with internal and external partners for resolution.
  • Development and implementation of policies and procedures impacting Water and Sewer operations.

Division of Miscellaneous Billing:

  • Work with Internal and external agency partners for invoicing of various County services as well as address payment inquiries from customers.
  • Assist with collections for ongoing billing by working with customers, agency partners and Office of Law to resolve open balances on accounts.
  • Provide assistance to applicable Division Chiefs with monthly reconciliation of miscellaneous billing accounts for accurate reporting.
  • Interact with external divisions, vendors and Department of Technology Services in addressing concerns related to miscellaneous billing duties.

SUPERVISORY RESPONSIBILITIES:Manages subordinate supervisors who supervise Water/Sewer and Miscellaneous Billing. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include assisting the applicable Division Chiefs, Administrative Manager and Deputy Director with interviewing, hiring, and training employees. Planning, assigning, and directing work; appraising performance; recommending policy, procedural and systems enhancements to better serve the citizens of Howard County; Assist Division Chiefs, Administrative Manager and Deputy Director with rewarding and disciplining employees; addressing complaints and resolving problems.

MINIMUM QUALIFICATIONS:Bachelor's Degree and five (5) years of related experience or an equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:A Bachelor's Degree with major course work in accounting or finance. Demonstrated supervisory experience. Experience managing in complex billing or banking environments.

Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
