JOB OVERVIEW: The purpose of this position is to support emergency communications systems and operations for the public safety/first responder users of St. Charles County as a technical, team and project leader and mentor within the specified grade. Provides multi-tier technical and engineering support of the county-wide P25 radio system, IP/MPLS microwave radio system, LAN/WAN networks, mobile-data system, and ancillary systems. Performs and directs routine operations tasks and emergency activities; such as install, configure, provision, commission, test, maintain and repair equipment within the radio, network, and remote site facilities systems. Manages work center operations and projects; and supervises staff and subcontractors.
RESPONSIBILITIES:
* Manage performance, ensure capabilities, and actively monitor the St. Louis Area Trunked Emergency Radio (SLATER), the St. Charles County's IP/MPLS network backhaul equipment and remote site facility systems.
* Conduct incident management and disaster recovery operations such as responding, identifying, dispatching, coordinating, and system/subsystem discrepancy analysis for root-cause identification, fault isolation and incident/problem resolution and determining operational continuity for end-users.
* Performs audits, preventative maintenance, and corrective action on all county and/or customer owned equipment in accordance with established schedules, standards, contracts, policies, procedures, directives, and guidelines.
* Evaluates system performance; make recommendations to improve functionality, safety, system coverage, reliability, maintenance, recovery, and sustainment of systems infrastructure including RF and network interference identification and isolation.
* Interpret, create, and modify schematics, diagrams, flowcharts, and documentation to support system(s) performance.
* Maintain physical and virtual systems security (i.e., access and video surveillance systems, facilities security, firewalls, implementation of security protocols, standards, and practices).
* Utilize a variety of digital analog radio communications and network test equipment.
* Ensure all work is conducted in a safe manner and all work areas meet applicable standards.
* Direct and coordinate with vendors and contractors in support of project, maintenance, and service activities.
* Prepare, issue and review RFQ/RFP/Bids as required.
* Conduct hardware/software analysis to provide comparative data of performance characteristics and suitability within the existing systems environment.
* Guide system expansion or disparate systems modification to serve new or additional purposes, system enhancement and/or improve system optimization.
* Attend regular work center meetings.
* Ensures all procedures established in the organizations Policies and Operating Procedures are followed.
* Mentors and supports junior technical team members.
* Routinely manage and/or coordinate work center operations, subcontractor staff and Division personnel when the Division Manager is unavailable.
* Maintain records pertaining to system and user information, discrepancies and resolutions, user assistance, maintenance schedules and regulatory data including procurement and tracking of system and capital assets.
* Write documentation to describe system topology, programming, operating procedures and manuals for operators and users.
* Create, review, and maintain documentation establishing the technology, schedules, standards, contracts, libraries, policies, procedures, directives, and guidelines as they pertain to the Radio Systems and Technology Division.
* Update and monitor the Division Calendar to assure that the weekly, monthly, and quarterly schedules are met including preparation and assurance of regular system reports and system training coordination.
* Research information and technologies and compose aggregated essays of the same in support of project, operations, or procurement processes.
* Conduct end-user training in classroom or one-on-one settings.
* Research ordinances, statues, and industry standards as necessary.
* Prepare documentation in support of State, Federal and certification reporting requirements.
REQUIREMENTS:
* Education
* Associates degree in Computer Science, Computer Information, Electronics, Engineering Technology, or related field. (or)
* Bachelors degree in Engineering, Computer Science, Computer Information, Electronics, Engineering Technology, or related field preferred.
* Certifications
* Must maintain valid driver's license.
* Job Experience
* A combination of education and direct experience in voice/data networks, network systems administration or radio/microwave systems may be considered.
* Six years relevant experience, with Associates Degree.
* Three years relevant experience with Bachelors Degree.
* Knowledge, Skills and Abilities
* Required to participate in rotating on-call shifts with other members of the radio division. Act as Radio Division team lead while on-call and when the Radio System Manager is unavailable. Shifts will typically run Monday to Monday.
* Extensive knowledge or considerable experience in either wide/local area wireless or data networks; or Trunked/Conventional VHF, UHF RF systems.
* General knowledge of facility systems and operations for remote telecommunications and computing sites including electrical, HVAC, fuel, UPS, and tower structures.
* Requires considerable skill in utilizing MS Office applications and work center planning and organization.
* Ability to troubleshoot, diagnose and repair network and telecommunications equipment at the system, subsystem, component, board, and software configuration level.
* Employment is contingent on successfully passing a full criminal background check.
