Job Description

Introduction

This position will cover the Northwest area of the State, including such counties as Cimarron, Texas, Beaver, Harper, Woods, Woodward, Major, Alfalfa, Grant, Garfield, Ellis, Dewey, Blaine, Roger Mills, Custer. Applicant must reside within on of the counties listed.

Basic Purpose

Positions in this job family are involved in the inspection of liquefied petroleum gas equipment systems, and enforcement of applicable procedures for compliance with state and federal laws involving all aspects of and the use of LP Gas. This includes conducting inspections of structures and facilities using LP Gas including public buildings, inspections of vehicles transporting LP Gas, investigations of fires and explosions in homes and buildings where LP Gas was used or was present, investigating violations and advising owners and operators of LP Gas companies of corrective measures for compliance, teaching safety and educational courses for licenses LP permit holders and testing applicants and issuing LP permits among other normal duties. This officer will also provide first response to LP gas truck accidents, take control of the scene, direct safe procedures, clean up the site and determine the cause of accident.

Level Descriptor

The Liquefied Petroleum Gas Safety Code Enforcement Officer job family has two levels which are distinguished by the complexity of assignments, the level of expertise required to perform the duties assigned, and the responsibility assigned for providing leadership to others.

Level I:

This is the basic level of this job family where employees are assigned responsibility for performing routine entry-level work in a training status to build their skills in inspecting liquefied petroleum gas equipment, and investigating accidents. Also, they must complete CLEET training and training of fire and explosion investigations. Employees are assigned duties in a training status to build skills in the enforcement of federal and state laws, rules, and regulations regarding the safety procedures to transport, store and transfer LP gas in this state.

Level II:

This is the career level where employees are assigned responsibility for performing complex investigations of liquefied petroleum gas related accidents and determining cause when possible, and for compliance with all applicable laws and regulations concerning LP gas equipment. In this role, they will be required to apply advanced techniques of investigation and inspection, and will provide technical guidance, direction, and training to other Liquefied Petroleum Gas Safety Code Enforcement Officers. This position may have direct supervisory responsibilities due to being first responders to an accident and taking control of the scene.

Minimum Qualifications

Level I:

Education and Experience requirements at this level are mandated by statute (52 O.S. 2001, 420.2), which requires Two years' experience in actual physical installation or inspection of liquefied petroleum gas systems, containers, apparatus or appliances or installations thereof.

Level II

Education and Experience requirements at this level are mandated by 52 O.S. 2001, 420.2, which requires Two years' experience in actual physical installation or inspection of liquefied petroleum gas systems, containers, apparatus or appliances or installations thereof . Applicant must also be a CLEET Certified Officer and have an additional two years' experience related to building inspections, and/or fire and explosion investigations.

Special Requirement

Applicants shall be citizens of the United States, be legal residents of Oklahoma and be physically, mentally, and morally capable of performing the assigned duties pursuant to the Oklahoma LP Gas Regulation Act, and must not have been convicted of a felony in this state or in any other state as established by a national criminal history record check and after the date of their appointment is not engaged in any business in this state related to the production, sale, transport or storage of LP Gas.

Level I applicants must successfully complete certification as a Peace Officer with the State of Oklahoma as provided by Title 52 O.S. 1981 Sup. Section 420.7(d). within the 12 months of employment.

Level II applicants must already possess certification as a Peace Officer with the State of Oklahoma as provided by Title 52 O.S. 1981 Sup. Section 420.7(d).

Applicant shall have attained the age of twenty-one (21) years. Applicants must be willing and able to fulfill all job-related travel normally associated with this position.

Applicant must be willing and able to be on call twenty-four (24) hours per day; be willing to travel frequently and be away from home for extended periods of time and to travel and work in other areas of the state or out of state if needed; be willing to relocate to the area of assignment; be willing to accept the physical discomforts and or dangers inherent in the work.

Person filling this position must have a basic knowledge of Oklahoma LP Gas Rules and Regulations, be familiar with basic investigation techniques involving fires and explosions caused by LP Gas, be capable of taking control of accidents, fires and explosions and direct safe responses to situation and determine causes of incident and must be a people person able to be in control and always contain all situations.
