Job Summary

The Operations Manager supports the day-to-day operation of the Catalyst Emergency Supportive Housing Program and will supervise front-line operations staff and serve as on-site leadership for maintenance staff. This position will coordinate staffing levels across all shifts to ensure continuous operational coverage 365 days of the year. The Operations Manager will provide staff supervision and training pertinent to respective roles and duties, may be required to respond to emergencies after business hours, and will provide skilled, compassionate services to residents of the Catalyst Program. The Operations Manager will help develop policies and procedures to support optimal service delivery. Availability for working nights and weekends will be expected.

Job Duties/Responsibilities

* Assist in the development of program goals and execution of action plans to ensure the Catalyst Emergency Supportive Housing program is most effectively meeting the individual and collective needs of each resident.

* Represent the Catalyst Program positively in the community to develop partnerships that strengthen the program and advocate for systematic change that improves the lives of low-income individuals affected by homelessness.

* Directly supervise a diverse operations team of at least 15 FTE staff, focused on several key program factors, including but not limited to front desk operations, token store management, participant laundry services, resident move in/out, room checks, safety procedures, and coordination with services and safety team partners.

* Provide weekly supervision of operations team staff, facilitate weekly staff meetings and daily huddles for operational team. Participate in weekly meetings with Program Director, and daily check in with on-site leadership.

* Plan, schedule, and facilitate daily community programming with participants to foster community participation and engagement.

* Oversee Community Support Ambassador (participant volunteer program) including selection, training, evaluation, and benefits.

* Organize and record volunteer participation in operations-focused activities.

* Effectively document key decisions and meetings and communicate outcomes from those events to staff, supervisor, and other on-site leadership.

* Develop, implement, and continuously improve upon operational policies and procedures. This includes notifying and training staff when changes in policies and procedures occur.

* Develop and implement Catalyst Program employee training, inventory management, supply ordering etc. tracking systems.

* Ensure operations staff are trained in the incident report and data tracking process. Ensure reports are professionally written and submitted timely to HR and to the Program Manager for CQI reporting.

* Manage hiring of operations staff and assist in the hiring and supervision of Catalyst Program staff. Provide paid staff with the training, supervision and support they need to carry out their responsibilities in a competent and professional manner.

* Participate as a member of the Catalyst leadership team to make day to day and long-term decisions for the program, including resident participation expectations, partnership development, staff training and development.

* Develop and maintain positive relationships with neighbors to collaborate and support mutual needs and goals.

* Monitor staff performance to ensure that performance aligns with the core values of Catholic Charities and job descriptions requirements.

* Monitor staff compliance with data into Salesforce, coordinate with IT on Salesforce platform needs and reports. Ensure data entered is accurate and timely.

* Develop and maintain the staff schedule ensuring appropriate coverage on all shifts across the 24-hour program operations cycle, manage on-call supervisory duties and assignment, staff vacation requests and holiday coverage, and ensure staff are accurately reporting time worked and taking mandated breaks.

* Participate in the on-call pool.

* Respond as needed (via phone or in person) to emergencies after business hours to ensure safety and well-being for all families and staff.

* Serve as designated liaison with identified community agencies and institutions that are collaborating in service delivery to the target population.

* Perform as a team member to assure that productivity outcome measures are achieved.

* Perform related functions, including advocacy, to support the mission of and core values of Catholic Charities.

* Uses appropriate administrative, fiscal, physical, and technical safeguards to ensure the confidentiality, integrity, and security of CCEW client protected health information (PHI), per regulations outlined in the Health Insurance Portability and Accountability Act of 1996 (HIPAA).

* Will regularly utilize all forms of communication (email, text, phone, etc.) and database practices necessary for this position, professionally, and as directed by supervisor.

* Accurately account for time worked according to agency standards.

* As a mandated reporter, follow all procedures outlined in agency policies and procedures to report to the proper agency when there is suspicion and/or confirmation that a child or adult has been a victim of abuse or neglect.

* Adheres to the tenets of Catholic Social Teaching and Catholic Doctrine.

* Provide a workplace free from serious recognized hazards and comply with standards, rules and regulations issued under the OSHA and state counterpart.

* Performs related functions necessary to support the mission and core values of Catholic Charities and Catalyst.

Job Qualifications

To perform this job successfully, an individual must meet the minimum qualifications listed below. These qualifications are representative of the knowledge, skill and/or ability required to perform this job.

Education/Experience: to perform this job successfully, an individual must have a bachelor's degree or an equivalent combination of education and experience. Experience with individuals in recovery, the child welfare system, homelessness, residential environments, and/or mental health strongly preferred. Candidates must have supervisory at least 2 years of supervisory experience for a team sized 10+.

Certificates/Licenses:To perform this job successfully, an individual must successfully pass background check applicable to position.
