Position Summary: The Office of School Health (OSH) is a joint Program of the NYC Public Schools (NYCPS) and the Department of Health and Mental Hygiene (DOHMH) responsible for promoting the health of the 1 million school children enrolled in approximately 1,800 public and non-public schools in the New York City. OSH has health records on all these students and collects vital health and wellness information in the Automated Student Health Record System. The Office of School Health has a Bureau of 2,000 employees. The OSH consists of several programs: Nursing, Vision, Medical, Mental Health, Adolescent Health, Oral Health, Operations and The Management Information System (MIS) program. The MIS (Management Information Systems) program is responsible for all program's IT applications used by the Bureau. Applications are developed and maintained by our internal development team and data is stored using Microsoft SQL server. Current production applications are under constant improvement and new applications are developed based on business needs. Data quality, data integrity and evolution of process controls require improvement, oversight, and adherence. The nursing program tracker logs vendor nurse coverages in schools when there are vacancies and call outs. The MIS program is seeking a Data Analytics Auditor (DAA) to focus resolving $12M of payments data for Agency Nurse coverage application. The analyst will learn the current system, evaluate, and make recommendations for improvement. The analyst will participate in collection efforts for over payments based on data evidence. Under the direction of the MIS Development director and in collaboration with agency nurse tracking coordinator, the Data Analytics Auditor will reconcile pervasive systemic issues compounded over the years of relaxed restriction of processing rules. Using data analytical tools such as SQL, tableau, and program scripting, the DAA will identify process flaws by researching 18 years of data to identify data integrity issues. The DAA will have freedom of latitude to access SQL server databases, conduct investigative research, discuss issues with stakeholders on invoicing data from 2008 to present and recommend changes to processes and new RFPs. The DAA will conduct necessary research to create database views, data models, and program scripting language in SQL using SQL stored procedures and SQL job scheduling to generate reports. Various reports are needed to present data models on expense trends and forecasts, data violations and improper job set ups, vendor errors, agency staff usage and erroneous billing. The DAA is expected to manage data systems for processing of 100M in agency nurse expenses. The DAA will reconcile billing issues over the past several years by analyzing invoices paid database against approved records for payments and timesheets. The analyst will reconcile data inconsistencies such as jobs billed more than once, correcting nurse names where nurses are listed working two different jobs on the same day. The DAA will need to research timesheets, review discrepancies and conduct data audit to determine whether coverage should be approved for payment. The Data Analytics Auditor is empowered to develop and code new processes and solutions to improve payment reconciliation and work directly with the development unit to co-author technology on process changes. The DAA position is an IT centric position and requires strong analytical skills, data manipulation, math skills and proficient in data analytical tools. The DAA Preferred candidates should have a strong background in data analysis, is comfortable working with record sets with over a million records, experienced with data modeling and data architecture, and proficient using analytical tool such as SQL, SAS, Python or other data scientist tools for analyzing large data sets. The DAA is required to understand relational database systems, database normalization concepts, and experience with building data models and improving existing data architecture. The DAA will supervise the IT analyst to review asset data and operations data to ensure every school medical room has a functioning PC and electronic equipment. The DAA will supervise the IT analyst on special projects and initiatives. The DAA will delegate tasks to IT analysts to resolve data issues. Performs related work.   • Review billing process and work with application development director to modify process and procedures.
  • Ability to explain and communicate to users and stakeholder identified issues and recommend training and corrective action.
  • Review billing data models and process and improve systems via recommendation and collaboration with end users and development director.
  • Reconcile billing issues raised by vendors, Audit billing system to ensure billing accuracy.
  • Research with freedom of latitude on SQL server databases for 18 years of data.
  • The ability to translate invoice data to applied use in operations.
  • Provide technical assistance on end users of the billing application.
  • Assist MIS Director with documenting specifications, process and system diagrams using Visio to develop data topography diagrams, network topography diagrams and data layer diagrams.
  • Analyze billing trends and interpret data and statistics, using advanced statistical procedures, depending on analytical needs to analyze trends and predictive forecasts.
  • Quickly synthesize and summarize information on systems to monitor performance and effectivity.
  • Innovate, create, and improve current process.
  • Develop scripting in SQL and stored procedure to modify or create new electronic processes.
  • Work with internal stakeholders to improve data quality and suggest new enforcement and monitoring process as needed.
  • Interface with development team members for programming instruction, best practices, data structure evaluation and code review.
  • Collaborate with DBA to develop a reporting platform using PowerBI or SSRS on billing data.
  • Manager junior IT Analyst on routine reporting, special projects and data improvement activities.
  • Manage system processes to ensure accurate data on nursing 100M expenses.
  • Manage the transition of the related nursing services system to NYCPS platform.
Qualification Requirements: Minimum
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to 1 or 2 above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above
  • Plus In addition to meeting the minimum requirements, individuals must have two additional years of the experience described in 1 above Preferred
    • A minimum of 3 years' experience in program evaluation development and management; at least 2 of which should be in the health field.
    • Advanced quantitative and qualitative analytic skills.
    • Strong data analysis and statistical skills with the ability to manipulate and analyze large complex data fields using data analysis tools.
    • Experience with SQL Server Database Management System.
    • Working knowledge of SQL Transaction language.
    • Experience with stored procedures.
    • Experience with SSIS.
    Salary : $97,728 - $110,120 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
