POSITION SUMMARYThe Outfitting Lead is responsible for ILS outfitting production management, and serves as the primary interface and point of contact with Government program authorities and representatives for all aspects of the development, execution, and delivery of Coordinated Shipboard Allowance List (COSAL) material. Manages acquisition and employment of ILS project resources, and the financial and administrative aspects of the project with respect to ILS contract requirements. The individual must be well organized and knowledgeable in employing EVMS and other management techniques.ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Position involves frequent, regular interaction with different levels of MMC's operations which may include staff, customers, regulatory bodies, and suppliers to assure effective information flow as well as obtaining the status of MMC/MMG goals and objectives including interdepartmental knowledge as pertaining to the MSG Department.
- Implement and monitor within the Earned Value Management System (EVMS) project schedule development, schedule analysis, budget cost analysis and reporting.
- Within the Logistics Data Integration function, develop project process flow and logistics database applications.
- Assist in program support in regards to proposal preparation . Also, in developing presentations and briefings as needed to support Logistic Readiness Reviews, and other conferences involving customer Program Management.
- General knowledge of provisioning documentation, including Provisioning Parts List (PPL), Engineering Data for Provisioning (EDFP), Ship List Provisioning Parts List (SLPPL), Statement of Prior Submission (SPS), and Allowance Parts List (APL).
- Responsible for the establishment and management of the Real-Time Outfitting Management Information System -- Material Management System (ROMIS-MMS) database for each hull in accordance with contract requirements, including the loading of COSAL products, analyzing the data, and development of material buy lists.
- Coordinate ship ILS load-out activities with Material Handling, Manufacturing, and the customer.
- Coordinate, track and report ILS material turn-over to the customer.
- Manages and tracks the purchasing efforts of all COSAL driven items, construction based Installation and Checkout Spares (INCO) and Operating Space Items (OSI) while utilizing Baan and ROMIS-MMS.
- Must abide by and enforce all organizational policies and procedures.
SUPERVISORY RESPONSIBILITIES Directly supervises 1 to 5 employees. Carries out supervisory responsibilities in accordance with the Company's policies, procedures, and applicable laws. Assigned to provide direct supervision to ILS Specialists, and Administrative Assistants as necessary to meet outfitting contract requirements. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. - Two year associates degree and 5 years experience as an Analyst II, or 10 years equivalent work experience developing Logistics products or in relevant manufacturing/ construction This requirement may also be met with a four year bachelors degree and 2 years relevant experience within the manufacturing/ construction field.
- Knowledgeable in all facets of Integrated Logistics Support outfitting process.
- Work experience in government contract requirements and processes highly desirable.
