TSC is seeking a
Procurement Specialist II to support our Production group based in
Huntsville, AL (Discovery). This position would require the candidate to be onsite initially with the option of moving to hybrid arrangement available.The Procurement Specialist II is a self-starter with a proven track record in sourcing and procurement. An experienced negotiator, you will secure favorable terms and pricing from suppliers and comply with best practice procurement standards, FAR/DFARS regulations, and TSC policies and procedures. As an advocate of continuous improvement, you will execute the job responsibilities with a customer-focused approach. The successful candidate will operate, with limited supervision, in a cross-functional environment, and will directly interface with the program office, engineering, contracts, pricing, quality, material management, and other parts of the organization.
Responsibilities: - Review technical project requirements/requisitions/commodities and issue supplier solicitations with consideration to prime solicitation instructions and contract flow-down.
- Promote full and open competition to the extent possible. Partner and support internal and external customers in justifying a sole or single source selection when competition is not feasible to meet program/project objectives (only one source, schedule, cost, and quality).
- Review and negotiate material/service offers, purchase order terms and conditions, and credit terms with suppliers.
- Evaluate, select, and award contracts to responsible and responsive sources of supply with consideration to FAR and DFARS regulations, and Program objectives. In addition, engage, influence, and improve supplier performance.
- Manage open orders ensuring the accuracy of data to facilitate a two/three-way match allowing for timely receipt and payment.
- Communicate, update, and control critical information to keep stakeholders informed, particularly on issues that have the potential to adversely affect the project.
- Other duties as assigned by Supervisor.
Required Qualifications: - BS/BA in Supply Chain, Business, or S.T.E.M. Additional years of relevant experience can be substituted for a degree.
- 3 or more years of progressive years of experience in sourcing, negotiation, and procurement roles; US Defense industry preferred.
- US citizenship with the ability to obtain and maintain a government security clearance.
Preferred Qualifications: - Supply Chain Professional Certifications, NCMA/ISM preferred.
- Demonstrated working knowledge of Enterprise/Material Requirements Planning (ERP/MRP), CostPoint experience a plus.
- Experience with Product Lifecycle Management (PLM) tool.
- Knowledge of Contract Procurement Systems Review (CPSR) requirements and the ability to prepare compliance procurement files.
- Proficiency in performing market research to determine the optimal strategy for procuring supplies and services.
- Demonstrated ability to work independently and in a team/matrixed organization.
- Highly organized, critical, and analytical thinker, excellent problem-solver.
- Adaptable to change and highly resolved to overcome challenges.
