Position DescriptionThe Anoka County Job Training Center is dedicated to empowering individuals and employers through innovative workforce development services. We are seeking a Supervisor, Employment Services to lead a dynamic Youth Team responsible for managing employment and training program operations while ensuring compliance with local, state, and federal regulations.In this role, you will provide leadership and coaching to employees, effectively communicate initiatives, and facilitate the planning and coordination of programs and grant applications. Your contributions will directly support the success of individuals, businesses, and our community.This is a full-time, exempt, hybrid position. Interviews will take place beginning the week of January 6, 2025 for those selected to move forward in the hiring process.
Pay & Benefits- Salary: $70,012 to $84,011 ($33.66 to $40.39 per hour).

Work Location- This position will work at Blaine Human Services Center, located at 1201 89th Ave NE, Blaine, MN 55434.
- This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
- Expected work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m.
Job Duties and ResponsibilitiesThese examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Supervisor, Employment Services.
- Provide day to day supervision focused on staff development and performance.
- Provide leadership, coaching, case consults, career development, and technical guidance to employees.
- Organize, design, and facilitate the planning, implementation, monitoring, and coordination of program, compliance, special projects, and grant applications.
- Train employees in case management for a variety of local, state and federal programs, including extensive knowledge of Youth Programs (WIOA and State employment and Training programs). Includes case file monitoring and necessary staff follow-up.
- Coordinate program services with partner staff and maintain ongoing partnership relations. Develop recommendations related to program policies, practices, and eligibility.
- Work with program manager and other department leaders on strategic program services and work plan strategies.
- Monitor program budgets and maintain daily oversight of program expenses. Maintain ongoing communication with program manager regarding program needs, funding trends and obligations.
- Provide grant coordination, oversight, and reporting to assure program integrity.
- Monitor and manage service delivery contracts as identified in grants and partnership agreements.
- Capture and maintain data. Analyze findings to meet performance outcomes.
- Perform grant writing in coordination with others; this includes contract management and creating work plans and submitting reports specific to program outcomes.
- Establish and maintain partnership and business relationships to enhance projects and programs.
- Communicate via presentations, written technical documents, and program support materials.
Qualifications and Requirements:Minimum Knowledge, Skills, and Abilities Needed- Requires a bachelor's degree and at least three years (2,080 annual hours) of job-related experience.
- In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
Preferred Knowledge, Skills, and Abilities Needed- Degree in Education, Human Services, Social Services or related field.
- Previous leadership experience.
- Strong verbal, written communication and presentation skills.
- Experience with State of Minnesota's Workforce One (WF1).
- Knowledge of workforce development programs including:
- Youth Services
- Minnesota Family Investment Program (MFIP)
- Diversionary Work Program (DWP)
- Dislocated Worker (DW)
- Workforce Investment and Opportunity Act (WIOA) Adult Program
- Career Pathways Programs (such as Pathways to Prosperity or Drive for Five)

Physical Demands and Work Conditions- Standard office environment.
- Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness.
- Hearing abilities required for general and phone communication, signals, and machine sounds.
- Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work.
- Occasional lifting of 10-20 lbs.
- Equipment used includes computers, phones, and standard office equipment.
- Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
