The City of Moorhead is accepting applications for Community Policing Coordinator in the Police Department. This administrative position performs difficult work planning, coordinating, managing and implementing volunteer services and community policing programs, preparing and maintaining records and files, and related work as required. This position exercises general supervision over assigned staff.

**ESSENTIAL FUNCTIONS:** The essential functions of the position include, but are not limited to the following major duties performed. Duties are listed from most to least important.

+ Manages Police Volunteer Program including supervision, recruitment, record keeping, monthly meetings and assignments.

+ Provides written enforcement of the Landlord/Tenant Ordinance; maintains rental property violations database; works with landlords and tenants to eliminate issues; provides landlords with criminal background checks on prospective tenants.

+ Coordinates and conducts Neighborhood Block Club meetings; provides long-term support to groups; maintains database; coordinates leader training events.

+ Teaches Minnesota Crime Free Multi-Housing Program to Minnesota Crime Prevention Associations Rental Home Owners and Managers Education training sessions; obtains training materials and speakers; inspects rental property; provides long-term monitoring.

+ Administers and supervises the Summer Youth Program

+ Assists in the administration of the Citizens Police Academy

+ Assists with the Crime Prevention through Environmental Design (CPTED) Program

+ Coordinates citywide events includes media, scheduling, neighborhood interaction and attendance.

+ Composes, types, and edits correspondence, newsletters, fliers, reports, memoranda and other material requiring judgment as to content, accuracy and completeness.

+ Provides presentations to citizens on crime prevention, safety programs and City operations.

+ Serves as Police department representative to City and community organizations and committees.

+ Facilitates meetings between property owners, landlords or other City employees.

+ Solicits donations for community projects.

+ Teaches community-policing concepts to new officers and at Citizens Police Academy.

+ Produces grant applications and grant reports

+ Coordinates with Police Sergeants and Lieutenants on grant goals and requirements.

+ Prepares and monitors budget for community policing activities.

+ CPTED (Crime Prevention Through Environmental Design) certified and conducts premises surveys for rental properties and commercial businesses.

+ Performs other duties as requested.

+ Attendance at off-site courses/trainings/seminars may be required.

Supervisory Position: Performs or effectively recommends the hiring, transfer, suspension, promotion, discharge, assignment, reward, discipline, direction of work, and adjustment of grievances of subordinate personnel.

**REQUIREMENTS:**

+ Bachelor's degree in criminal justice, business administration, public administration, or related field

+ One year experience working with the public

+ Valid driver's license

The ideal candidate has experience recruiting, training and managing volunteers, has excellent people skills, excels in conflict resolution, and is highly motivated and organized

**KNOWLEDGE, SKILLS, and ABILITIES:**

Thorough knowledge of the laws, ordinances and Police department rules and regulations; thorough knowledge of the Community Policing Program; thorough knowledge of grant sources and their records maintenance requirements; thorough knowledge of the methods and techniques used to acquire grants; skill as a public speaker; ability to plan and supervise the work of subordinates; ability to use standard office equipment and related software; ability to develop ideas and make public presentations; ability to keep accurate and detailed records; ability to prepare various reports and correspondence; ability to establish and maintain effective working relationships with associates and the general public.

**PHYSICAL REQUIREMENTS and WORKING CONDITIONS:**

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires standing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking and reaching with hands and arms; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
