Position Description Deputy Commissioner - Financial Institutions Anticipated Starting Salary Range: $135,000 - $175,000 Starting Salary Commensurate with Qualifications and Experience The State Corporation Commission (SCC) seeks a Deputy Commissioner for its Bureau of Financial Institutions (BFI). BFI is organized into three sections: Administration and Licensing, Depository Supervision, and Non-Depository Supervision. This Deputy Commissioner will oversee the Depository Supervision Section, which includes oversight of approximately 40 employees. Employees in the Depository Supervision Section are responsible for the examination and monitoring of state-chartered banks, bank holding companies, savings institutions, trust companies, and credit unions. Reporting directly to the SCC's Commissioner of Financial Institutions, the Deputy Commissioner will ensure that the section is performing its' required responsibilities and will strategically plan for the section's future success. The major responsibilities of this position will include the following:
  • Planning, organizing, directing, and reviewing the work of the Depository Supervision Section;
  • Formulating, developing, and evaluating regulatory and operational policies and procedures to ensure the section is meeting its legislative mandates regarding examination and supervision;
  • Managing, leading, and participating in the development of staff;
  • Advising the Commissioner of Financial Institutions on all matters relative to the regulation of depository financial institutions;
  • Evaluating staffing needs to ensure efficient operations;
  • Reviewing and providing input on proposed legislation, regulations, and policy revisions;
  • Developing and implementing systems and methods for monitoring the performance of the section;
  • Keeping up with changes and new developments relative to the banks, bank holding companies, savings institutions, trust companies and credit unions regulated by BFI and supervision of those industries;
  • Maintaining relationships with state and federal regulators; and
  • Answering inquiries and communicating with financial institutions and the general public about regulatory requirements and restrictions.
Qualifications Preferred qualifications for this position include comprehensive professional senior level experience in the management or regulation of financial institutions; experience leading and managing professional staff; and educational background or experience in Business Administration, Accounting, Economics, Finance, or a related field. Extensive knowledge of the laws, rules, and regulations governing the operations of banks, bank holding companies, savings institutions, trust companies and credit unions is advantageous. Graduate degrees in financial subject areas are a plus. The ideal candidate will have the ability to: think strategically with a big picture perspective; delegate responsibility and review results to ensure deliverables are met; make quality and timely decisions; lead projects obtaining desired results; lead and direct the performance of employees while inspiring vision and motivation in the delivery of BFI and SCC services; and build trust and maintain effective working relationships with SCC staff, industry personnel, the Virginia Legislature, other state and federal regulators, and the general public. Applicants must have the ability to lead, manage, train, coach, motivate, and develop professional staff. Excellent interpersonal and communication (written and verbal) skills are essential. Public presentations and some travel are required.
