The Puyallup Tribe of Indians provides a generous benefits package that includes employer paid medical, dental, vision, life insurance, a retirement/401(k) plan with profit sharing, paid holidays, and paid time off including birthday leave.Position Summary:Responsible for Puyallup Tribe of Indians' land use planning, development permit process and review of inter-governmental projects. Performs planning studies within the Tribe's Planning & Land Services Department. Represents the Tribe in meeting with local, state, and federal government agencies and reviews pending governmental legislation, and provides Administration with all information gathered from such activities to ensure the Tribe's interests are being represented.Essential Duties and Responsibilities
  • Participates at all levels, professionally, within a Team Based collaborative Planning & Land Use Department.
  • Develops and maintains ethical and professional relationships with key land use and planning professionals of area governments in an effort to involve the Puyallup Tribe of Indians.
  • Manages Land Use planning studies and the development the Tribal Permitting process under Puyallup Tribal Code Title 15 - Land Use.
  • Coordinates long and short range planning projects in cooperation with Department staff and other Tribal departments, including support of community facility development projects.
  • Coordinates studies and permit approvals for capital project water, sewer, storm-water, power, road, and telecommunications needs and other duties as specified in the Puyallup Tribal Code.
  • Coordinates with the Transportation Manager on transportation issues, including, but not limited to, the Puyallup Tribe Long Range Transportation Plan and Comprehensive Land Use Plan.
  • Coordinates with the Director in developing Tribal land use responsibilities as specified in the Land Claims Settlement Agreement and the Land Use Consultation Process Ordinance.
  • Works cooperatively with the Puyallup Tribe Planning Commission including, but not limited to, advising and consulting on land use matters on a monthly, or other agreed upon, meeting schedule.
  • Receives incoming project notifications, assesses and prioritizes project responses, prepares correspondence using the approved response letters, makes copies for Cultural Team if warranted, sets up meetings for Project Notification's in the Puyallup Tribe's Usual and Accustomed areas.
  • Meets with proponents or their official designee, sometimes off site, regarding formal consultation as to potential impacts caused by a proposed project to sites of interest to the Puyallup Tribe.
  • Helps maintain the Comprehensive Tribal Land Use Plan through regular updates.
  • As directed, attends and represents Tribal Council and Tribal Administration at local, state, and federal association meetings.
  • Participates in the development of special planning projects, either individually or in conjunction with Tribal departments.
  • Develops and maintains ethical and professional relationships with key planning professionals of area governments in an effort to involve the Puyallup Tribe of Indians.
  • Contributes to a favorable public image of the Tribe by establishing and maintaining relationships and participation in the community (civic, industry, and professional).
  • Coordinates consultation with local jurisdictions on proposed land use development actions.
  • Manages a safe system for confidential records.
  • Organizes and checks information for accuracy and has ability to interpret details and develop a conclusion regarding impacts to cultural places. Maintains a filing system depicting/ mapping of cultural places of interest to the Tribe.
  • Performs other duties as assigned.
  • Supervisory ResponsibilitiesWill supervise and manage consultants. Carries out supervisory responsibilities in accordance with the Puyallup Tribe of Indians personnel policies and procedures, and all applicable laws, rules, and regulations. Qualifications and RequirementsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Must demonstrate knowledge of Real Estate principles and practices sufficient to work cooperatively with the Realty and Trust Services Department. Indian Land Professional Certification preferred. A Master's degree in Public Administration or Planning and experience in Tribal government is preferred. Experience and knowledge using word processing and spreadsheets (i.e. Word for Windows, Excel, Access, etc.).Language SkillsAbility to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write complex grants, reports, plans, speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.Mathematical SkillsAbility to prepare detailed budgets and work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.Reasoning AbilityAbility to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.Licenses Or CertificatesValid Washington State driver's license and proof of insurance.Other Skills And AbilitiesConsiderable knowledge of program development, budgeting, and capital project planning and management.Ability to operate a motor vehicle is required.Physical DemandsThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
