SYSTRA is currently seeking qualified Signal Construction Resident Engineers for rail signal installation projects in 2016 and beyond. The Signal Construction Resident Engineers are responsible for managing, planning, and coordinating the work of 3rd Party Contractors with railroad operations and other 3rd party contract work, in support of the quality, safety, scope, schedule and budget initiatives of the agency.
Responsibilities:
* Provide for and act as liaison with agency Signal Department Representatives for all matters involving signal installations.
* Preview all signal design and procurement documents to confirm conformance to plans and other design specifications as applicable.
* Support schedule development and coordination of work activities with agency operations and other Force Account and 3rd party functions
* Review 3rd party contractors submittal schedule to confirm submissions are consistent with schedule requirements, are being prioritized in accordance with procurement lead times, and allow sufficient time for review by the client.
* Review and comment on all Factory Acceptance Testing and Site Acceptance Testing
* Monitor installations and confirm materials and installations have been installed per plans and specifications.
* Monitor schedule of installations in accordance with baseline schedule and support update activities by Scheduler
* Maintain documentation on all material deliveries, installations and testing activities in accordance with client requirements utilizing designated software (Constructware.)
* Develop agendas for and convene Progress Meetings with the client, other agencies and 3rd party contractors to coordinate work, problem solve and status field and project management activities.
* Support the development of scopes of work for changes (AWOs) to the construction contract.
* Assist in the reconciliation in a timely manner of Request for Information submissions by the 3rd party contractors and others
* Support the development of internal status reports and reports to oversight agencies on project status.
* Assist in the testing, commissioning and acceptance of the equipment by the client through activation for revenue service or as otherwise directed by the client.
Qualifications:
* For Resident Engineering positions: 15 years of relevant experience, in responsible charge on projects of a similar nature, with an emphasis on installation of major agency signal systems like and kind to the client systems in and around operating rail.
* Bachelors degree in Electrical Engineering preferred or 20 years experience in lieu of Bachelors degree.
* P.E. a plus.
* For Field Inspector positions: 10 years of relevant experience on projects of a similar nature with an emphasis on field installations, inspection, acceptance testing and commissioning of signal systems like and kind to the client systems in and around operating rail.
* Experience with CBTC, ATS, Automatic Train Protection (ATP), Automatic Train Operation (ATO) and conventional signaling systems
* Experience working directly with transit agencies or other railroad Force Account personnel a plus.
* Good verbal and written communications skills.
* Ability to work nights and weekends as required
