Job Summary
This position of located in the District of Columbia Department of General Services (DGS), Office of External Affairs. The Department of General Services (DGS) manages the capital improvement and construction program for District government facilities; real property for District government use; management of space in buildings operated or leased by District government for selling and leasing other District real property; and for providing building services for facilities owned or operated by the District. This purpose of this position is to develop and conduct a program of public information on all aspects of DGS.
Duties and Responsibilities
The incumbent develops the overall public information plan and strategy for the department. Plans, directs, and administers the Department's public information and visual information programs and activities in conjunction with the procedures set forth by the Mayor's Office of the Press Secretary. Coordinates with the Associate Director of External Affairs to establish priorities and objectives on long-range projects for the Department. Develops forecasts for the Department's public affairs program and accomplishes special assignments at the request of the Director.
Reviews staff communications to assure coordinated presentation; prepares written materials including press releases, briefing documents, internal and external memos and media responses; makes recommendations to the Associate Director for further action concerning changes in policies, programs, and procedures related thereto. Ensures that operating procedures for all activities of the office are completely documented and that documented procedures are updated and revised as necessary. Plans routine operations, special projects/events and new and improved activities; reviews and approves work plans and confers with subordinates to develop properly structured activities with clearly delineated tasks, responsibilities, reporting requirements and timeframes. Monitors and evaluates routine operations and special activities for efficiency, effectiveness and compliance with policies and procedures. Analyzes existing work methods and management techniques employed to determine if they provide maximum efficiency and effectiveness and revises as necessary.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Collective Bargaining Unit: This position is covered by a Collective Bargaining Unit and you may be required to pay a service fee (dues) through direct payroll deduction.
Position Designation: This position is designated as security-sensitive, as such, the incumbent will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability.
