The Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Cybersecurity Division (CSD), Mission Engineering Branch is recruiting for a Development and Operations (DEV/OPS) Branch Chief, to oversee a range of development efforts, projects, programs, contract staff, and subordinate contract managers who engineer, acquire, integrate, and deliver mission capabilities for cyber operators and analysts to secure and defend the nation's cyberspace.

DHS Cybersecurity Service (DHS-CS) uses a multi-phase assessment process to qualify applicants seeking employment through the DHS-CS. Given the ever-advancing nature of cybersecurity and the ongoing need for cybersecurity talent, DHS-CS uses Talent Pools to pull qualified applicants (i.e., individuals who have successfully completed the multi-phase assessment process for their capability and career track/level) for consideration for these jobs.By applying to this job announcement, you are not just applying for a specific job but are opting to be part of the DHS-CS Talent pool for ongoing consideration for employment in this Technical Capability and will remain eligible for consideration for up to one year from the date of completion.As the Development and Operations (DEV/OPS) Branch Chief, you will be part of a team managing a multi-million-dollar contract portfolio to develop and sustain enterprise-wide cybersecurity solutions. Using agile engineering you will lead the Dev/Ops organization and oversee the delivery and enhancements of mission capabilities across the CISA enterprise.As a DHS Cybersecurity Service Employee in the Leadership Track, at the Senior Cybersecurity Manager level, you will continually and proactively participate in learning activities to enhance and apply your technical and leadership expertise in Cybersecurity Program Management to oversee multiple DHS Federal cybersecurity programs, organizations, employees and contract resources to manage a range of unusually difficult tasks, including:

  • Overseeing the branch's efforts to increase software/application developer productivity through implementation of Agile Release Train methodology to plan, visualize, and manage multiple interdependent teams providing full lifecycle support for automated services in various stages of continuous integration and delivery.
  • Collaborating with leaders and technical experts across CISA to drive cultural change advancing the maturity and adoption of Continuous Integration/Continuous Delivery practices.
  • Managing programs, budgets, contracts, staff, and subordinate managers in implementing Automations, Code Quality and Code Analysis tools and other proactive maintenance activities.
  • Serving as an DevOps technical expert implementing and supporting Continuous Integration and Deployment pipelines.
  • Ensuring the branch provides technical expertise and various tools supporting Supply Chain Management and Release Management including Source Control, Continuous Integration, and Change Management.
  • Leading CISA efforts to support, troubleshoot and analyze code on all three layers of the stack related to infrastructure, middleware, and continuous integration and delivery frameworks.
  • Coordinating with cross-functional teams to design, develop, and implement scalable enterprise features enabling higher developer productivity, environment monitoring and self-healing, and facilitate autonomous delivery teams.

  • Apply knowledge of information security to define the organization's direction and direct resources to achieve the mission.
  • Develop and recommends policy changes to support mission needs.
  • Manage security implications within the organization as directed.

This position is in the Leadership Track at the Senior Cybersecurity Manager level. At this level, individuals generally:

  • Have 12+ years of cybersecurity work experience.
  • Have 5+ years of leadership experience.
  • Are capable of serving as seasoned cybersecurity manager who oversees multiple DHS or Federal cybersecurity programs or DHS organizations, including employees and contract resources, through subordinate managers.
