Minimum Qualifications Bachelor's degree in Finance, Business, Accounting or a related field. In addition, ten years of progressive leadership roles in Finance and other areas listed above. Outstanding oral and written communication skills.

Duties Description The Deputy Commissioner for Administration acts as fiscal and operational support to the Commissioner and Executive Deputy Commissioner and participates in the determination of State policy in all areas of Agency responsibilities. Under the general direction of the Commissioner and Executive Deputy Commissioner, with wide latitude for independent action, the incumbent of this position has overall responsibility for the direction and coordination of essential functions for the Bureau of Budget Management, Financial Operations, Bureau of Contract Management, Office of Agency Performance Management, and Bureau of Management Services and Capital Projects. Duties include, but are not limited to:- Principal advisor to the Commissioner and Executive Deputy Commissioner in the overall development of policy and programs for the provision of services to the Agency in the areas of finance, accounting, budget management, capital construction, and other related support services.- Manages the overall development, review and presentation of the Agency's annual budget process that totals nearly $6.0 billion in State General Funds, Special Revenue Funds, Federal Funds, and other miscellaneous funds. - Advises the Commissioner and the Executive Deputy Commissioner on the effects of new or revised legislation in his/her area of responsibility and assists in the development of the Agency's position on this new or revised legislation to ensure fiscal stability of agency operations.- Provides the Commissioner and the Executive Deputy Commissioner with long-range projections of Agency and local district staffing requirements through comprehensive workforce planning so that human resources can adapt to the changing needs of the human services sector.- Represents the Agency, at the Commissioner's request as his/her representative, at conferences and meetings with a variety of State and Federal agencies including the Department of Health and Human Services, US Department of Agriculture, Division of the Budget, Office of the State Comptroller, Governor's Office of Employee Relations, other agencies and Legislative bodies at both the State and local level, and several private external groups on all matters related to his/her areas of responsibility.- Oversees the design, support and management of all information technology management solutions critical to the mission of the agency. - Plans, directs and coordinates specific projects/activities as assigned by the Commissioner or Executive Deputy Commissioner assuring that all relevant expertise is assembled, that goals are established and that the work product is completed with agreed upon timeframes.- Works collaboratively with the Division of Audit and Quality Controls to ensure that the programs administered by the Agency and its local districts comply with fiscal and programmatic standards and that fiscal expenditures at the State and local level are made in conformance with all applicable laws, regulations and practices.- Directs the review and analysis of the programs and operations under his/her jurisdiction and the development of new and innovative methods of providing the services for which he/she is responsible.- Directs and coordinates subordinate staff in the development, review and analysis of the Agency's budget, to ensure that funding levels are appropriate for successful administration and programmatic support to the Agency.- Directs the planning of regular and supplemental budgets as well as long range program budget planning; directs the review and analysis of materials submitted for adequacy.- Directs the activities of the Office of Management Services including, Plan facilities management, fleet management, space planning, mailroom, telecommunications, warehouse, security, and mail and space planning functions of the bureau. - Directs the activities of Capital Facilities service activities including capital design, construction contracts, facilities maintenance, inspection, legislation and interface with public and professional organizations.

Additional Comments Background Investigation Requirements:1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. Prospective employees will be required to pay any necessary fees. 3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
