MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:•Candidates must have a bachelor's degree or higher. Duties Description The New York State Education Department's (NYSED) Office of the Professions is seeking candidates for two Education Program Assistant 1 positions in the Division of Professional Licensing Services (DPLS). Under the direction of an Education Credential Specialist 1, the incumbents will develop expertise in the law, regulation, and policy requirements for all 54+ professions, rotate through all DPLS units as needed to reduce backlogs and provide a resource for difficult questions, and ensure that DPLS units adhere to uniform standards consistent with law, regulation and policy. Duties of these positions include, but are not limited to, the following:•Gather, review and evaluate information required for the issuance of professional licenses and professional corporation approvals;•Develop and update training materials and train staff to perform required job duties;•Assist lower-level staff in responding to questions and determining appropriate pathways for complex corporation and licensing cases;•Work with external exam vendors and Information Technology Services to upload accurate exam scores and create eligibility files;•Research internal and external resources to resolve complex licensing/Professional Corporation issues;•Respond to difficult or complex questions via phone and e- mail;•Perform final review of application documentation prior to issuance of licensure/Professional Corporation approval;•Provide advice to and otherwise assist supervisors in planning, organizing, scheduling, and coordinating work operations and work procedures;•Implement quality-control measures to ensure that licenses are issued in accordance with all laws/regulations;•Provide subject matter expertise on licensure issues for other areas of NYSED;•Set up processes and develop forms for new professions in consultation with key stakeholders; and•Analyze processes and coordinate recommendation changes with supervisors on process improvements. Additional Comments CONDITIONS OF EMPLOYMENT: These will be either permanent or contingent permanent, competitive appointments OR permanent or contingent permanent, non-competitive appointments. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or work experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.These positions may be filled as a traineeship. The starting salaries for these positions are outlined below. For current New York State employees, salary is based on the candidate's salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary. •$44,169 (Trainee 1- NS equated to SG-11)•$49,363 (Trainee 2- NS equated to SG-13)•$52,198 (Full Performance level SG-14)This position leads to a maximum salary of $66,634 based on annual performance advances and traineeship advances.
