About Our JobWho We AreThe Office of Emergency Management (OEM) is seeking a Communications Specialist. This position will be responsible for managing communications and outreach for the City and County of Denver's alert and warning program. Additionally, the Communications Specialist will serve as a backup Public Information Officer (PIO) for the agency and assist with emergency operations and communications as needed.Denver Office of Emergency Management's mission is to lead Denver's emergency management efforts to cultivate safe, prepared, and resilient communities. Denver OEM is responsible for coordinating the City and County of Denver's efforts to prepare for, mitigate, respond to, and recover from all natural, technological, and human-caused hazards and threats impacting Denver's residents, businesses, and community organizations. Denver OEM does this by providing operational support, planning, training, exercises, public information, and community outreach prior to, during, and after a local emergency or declared disaster. The salary range for this position is $98,000.00-$105,000.00. We also offer generous benefits for full-time employees which include but is not limited to:

LocationThe City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work on site 3 days a week and 2 remote days. Employees must work within the state of Colorado on their off-site days.What You'll Do
  • Conducts special projects and implements major marketing and promotional programs/campaigns/events including advertising strategies, timelines, collaboration with business/community partners, and researches and negotiates rates with media outlets and/or vendors.
  • Develops the budget for marketing and/or public relations programs/campaigns and approves and monitors allocations and expenditures.Involved in the development of the strategic plan for the work area that includes marketing and sales campaigns and media and communications tactics and ensures implementation of all campaign elements.
  • Oversees complex crisis management and/or communications during emergency situations by managing and responding to media requests, serving as a spokesperson, and reports on follow-through of crisis communications efforts.
  • Develops, enhances or revises marketing collateral for web, print or other media channels. Participates in media placement decisions. May work with outside agencies to build and execute media strategy.
  • Acts as a legislative liaison for a department by preparing responses to proposed legislation and testifying as a technical expert before legislative committees and other public forums and provides management with updates and information regarding changes and new legislative issues.
  • Oversees all public information/CORA requests and media and public inquiries and assures legal compliance in areas affecting public access to information.Manage and coordinate the operations of citywide alerting and warning system.
  • Oversee the development and dissemination of emergency alerts and warnings to the public.
  • Ensure that all communication systems are maintained and ready for use during critical situations.
  • Collaborate with internal and external partners to improve communication strategies and ensure consistency across platforms.
  • Conduct regular tests and exercises to assess system readiness and efficiency.
  • Provide training to staff on alert protocols and procedures.
  • Serves in the Joint Information Center (JIC) activations, which may occur outside of normal working hours, and provides subject-matter expertise to the JIC products and processes.
  • Performs 24/7 on-call duty officer functions on a rotating weekly basis with other OEM staff. Must be able to respond anywhere within the city within one hour when on call.
  • Perform operational duties in the field at leadership's discretion.
  • Performs other related duties as assigned or requested by the Director, Deputy Director
What You'll BringOur ideal candidate has some or all the following experience, skills, and characteristics: Experience in alerting system, communications, marketing program management. Great ability to build and maintain strong relationships with community and business partners. Ability to work independently as well as collaboratively with senior management, various agencies within the city, and members of the public. Strong organizational and interpersonal communication skills. Knowledge of media production, communication, and dissemination techniques and methods. This includes alternative ways to inform and entertain via written, oral and visual media. BilingualRequired Minimum Qualifications
  • Education requirement: Bachelor's degree in business administration, Marketing, Communications or a related field.
  • Experience Requirement: Three (3) years of full performance, professional level experience performing marketing and/or public relations, community relations functions including research and analysis, developing public announcements and publications, and developing marketing and/or public relations strategies.
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
