Summary The position is located in the Audiology and Speech Pathology Service (ASPS) at the VA Tennessee Valley Healthcare System, Nashville, TN campus. The position reports to the Chief or Assistant Chief of the service and is responsible for accomplishing a broad range of program administration, administrative support and clerical duties associated with and in support of the service. Responsibilities Duties include but are not limited to: Prepares reports, reviews, correspondence including assisting with completing all administrative projects requested of the service. Coordinates preparation for internal and external review programs (i.e., internal peer review, Joint Commission, IG). Acts as backup for timekeeping entries. Assures accurate recording and maintenance information concerning policies and regulations governing the time and leave system, labor mapping audits. Responsible for monitoring clinic grids for utilization and compliance with national and local guidelines. Collects, compiles and/or tracks data and statistical information in support of service operations. Prepares weekly, monthly, quarterly, and annual reports for the service for internal clinical use and external requirements. Responsible for coordinating and disseminating clinical operations space needs to Facilities Management and the Space Committee, including long-term planning for future space needs. Prepares and assists in preparing contracts and sharing agreements for the service. Serves as representative for the service with various groups, tracking, monitoring, and entering information and reports as needed (such as safety, records management, patient advocate). Responsible for managing fund control/ purchase card assigned to the service. NOTE: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-9. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2024. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title V position prior to moving to another position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In addition to meeting the time-in-grade requirement, applicant's must meet one of the following: To qualify for this position, applicants must meet one of the following requirements: GS-07 Specialized Experience: You must have one year of specialized experience that equipped me with knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled with supervision and guidance. (To be creditable, the specialized experience must have been at the GS-05 grade level or higher, or an equivalent level of responsibility. Examples of creditable specialized experience includes but is not limited to prepares reports, reviews, correspondence, assisting with completing all administrative projects requested of the service, maintaining up to date standard operating procedures, collects, compiles and/or tracks data and statistical information in support of service, prepares and assists in preparing contracts. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond GS-07. GS-09 Specialized Experience: You must have one year of specialized experience that equipped me with knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. (To be creditable, the specialized experience must have been at the GS-07 grade level or higher, or an equivalent level of responsibility. Examples of creditable specialized experience includes but is not limited to: Skills in collecting, compiling and/or tracking data to generate specific documents and reports.; retaining procurement records and reconciliations; managing budget activities; assisting with the development and implementation of local policies, maintaining organizational and workflow charts; preparing presentation materials related to financial, space, and equipment programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond GS-09.
