Overview:

CAES Missions Systems, Lancaster PA is seeking a Contracts Manager. Join a dynamic team and play a major role in strategizing, negotiating, and managing contracts of all types! This position offers a motivated individual the chance to work side by side with a high performing multi-functional team. You will be an integral contributor providing strategic and tactical recommendations and counsel on all contractual related matters.

The successful candidate must have a proven history of working independently as well as part of an integrated team. In this role, you will showcase your business acumen on a daily basis while you advise peers and superiors on all contractual matters from proposal through closeout. This person must have superior knowledge of the FAR, DFARS, and applicable federal laws and regulations with a specific focus on Truthful Cost or Pricing Data Act (formerly the Truth in Negotiations Act TINA). You will be relied upon for sound advice relative to IP protection and data rights assertions. Effective verbal and written communication skills are essential to this role. You will communicate with internal and external stakeholders at varying levels

Responsibilities:
  • Lead the administration of complex, small and large-scale contracts and develop proposals and contracts in a cost disclosed environment.
  • Ensure proper FAR and DFARS flow-down requirements are compliant in subcontracts and
  • Preserve Intellectual Property through timely identification and notification of IP to the government in accordance with
  • Ensure Statements of Work and terms of subcontracts adequately support the requirements of the underlying contract.
  • Review commercial and government contract terms and conditions and advise technical, finance, and program stakeholders.
  • Prepare and issue a variety of agreements to include: bailment, teaming, and non-disclosure agreements.
  • Identify contract scope changes, document such changes, and effectively, negotiate the ensuing contractual modifications.
  • Perform beginning to end contract management activities, including providing sound advice on contract risk
  • Represent the Company as team leader on complex, high-risk and/or large-scale customer and supply chain
  • Review bids and proposals to ensure they meet company policy, customer, and legal requirements.
  • Negotiate and administer contracts and related agreements and guide other contracts professionals, where applicable, on such
  • Contribute expertise to contract strategy meetings to identify issues and customer
  • Monitor programs and proactively identify and resolve problems related to contract
  • Foster and maintain a sound and reliable relationship with counterparts in internal and external customer
  • Participates in and may lead special projects or improvement
Qualifications:

Minimum:

  • Bachelors Degree and minimum 8 years' experience in specialized contracts administration; or Master's Degree and minimum 5 years' experience in specialized contracts administration
  • Background in reporting and analysis
  • Advanced Excel spreadsheet skills (experience with pivot tables, v-lookups, macros, etc.)
  • Knowledge of FAR, DFARs regulations, Truth In Negotiations Act, and CAS
  • This position requires access to technology, materials, software or hardware that is controlled by US export laws. In order to be eligible for this position, you must be a US Person under US export laws (or eligible for approval under a U.S. Government export license).
  • Ability to obtain and maintain a security clearance.

Preferred:

  • Bachelor's Degree and minimum 11 years' experience in specialized contracts administration; or Master's Degree and minimum 8 years' experience in specialized contracts administration
  • PROPRICER experience or Salesforce experience
  • Demonstrated ability to achieve positive results through influence, negotiation, process improvement or change management
  • Industry recognized certification (DAWIA Contracting Level 3, CPCM, CFCM, etc.)
  • Experience with US Export Control Laws (e.g. ITAR, EAR).

Salary Range min/max: Contracts Administrator IV ($96,376 $144,564) and Contracts Administrator V ($110,832 $166,248). Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate.
