Position Overview
The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual with strong clinical assessment and thinking skills to serve as Qualitative Case Reviewer. Under direction, this position will coordinate and conduct evaluations of Department programs and services to include child protection, resources, and child welfare operations. The position will conduct comprehensive reviews of case records, court reports, progress reports, external evaluations, assessments, etc. The position will also interview case-specific internal and external stakeholders to evaluate the overall quality of services being provided and achievement of outcomes to children and families served by the Department and community-based partners. Additionally, the position will synthesize information resulting from case record reviews and interviews into a coherent, comprehensive, accurate story about each case, reflecting the needs of individuals served and whether those needs were met. This position provides a great opportunity for someone who is interested in playing a role in ensuring that quality services are provided to children and families served by the Department. Job Responsibilities
* Serves as Quality Enhancement Support Team Review Specialist
* Provides regular case consultation in meetings with managers, field supervisors, caseworkers, and investigators, making recommendations to address negative trends and performance deviations and to facilitate greater consistency and continuity throughout the life of the case
* Creates individual team profiles of assigned Department teams on a quarterly basis, including information on both work processes and outcomes
* Provides input and makes recommendations to the Field Review Supervisor relative to policies, procedures, and/or rules impacting field review and operations
* Identifies to management those benchmarks, timelines, or indicators found to be out of compliance
* Attends and provides input into various meetings
* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
* Requires knowledge, skill, and mental development equivalent to completion of four years college, supplemented by a master's degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research
* Requires three years of progressively responsible professional experience in management operations analysis
Preferred Qualifications
* 3 years of professional experience working with and counseling families and children in child welfare services, child protective investigations, or child welfare licensing services
* Completion of a master's degree in social work or a related human services field
* 3 years of experience navigating an electronic case record system and utilizing the Microsoft Office Suite of products in an office setting in a public or private organization
* 3 years of professional experience in a public or business organization utilizing extensive knowledge of the application and conduct of management studies
* 3 years of professional experience in a public or business organization utilizing the ability to analyze problems and develop systems of action
* 3 years of professional experience in a public or business organization utilizing the ability to present ideas clearly, both orally and in writing
* 3 years of professional experience in a public or business organization utilizing the ability to work closely with staff and management professionals in planning and developing assignments and conducting management studies
