Summary About the Position: Serves as Realty Specialist with assignments primarily focusing on Management and Disposal actions of Federal real property with In-leasing and Acquisition duties as assigned. Incumbent is responsible for planning, implementation and accomplishment of actions for civil works real property including land, structures, crops, and natural resources covering a large geographic area located in one and/or two states (Washington, Oregon, and Idaho). Responsibilities Prepares real estate out-grants (leases, easements, permits and licenses) to grant non-Army users access to federal real property at water resource development projects within the States of Washington, Oregon, Idaho. Negotiates, drafts and distributes out-grants to customers, including other Federal, state, or municipal governing bodies and private entities for the use of land and facilities. Coordinates with multi-disciplinary teams to obtain required technical approvals and support documents (environmental/cultural and appraisals) for out-grants or disposals of real property interests. Examines and analyzes public records, appraisal reports, right of way maps and title evidence to identify matters affecting negotiations. Furnishes technical advice, guidance, and assistance to customers and conducts compliance inspections. Keeps supervisor and customer well informed of any revisions and status of real estate instruments. Represents the Walla Walla District Real Estate Division in meetings with Project Delivery Teams (PDTs), customer representatives, and stakeholders to discuss and explain out-grant requirements and policies. Specialized Experience: One year of specialized experience which includes implementing real estate principles, concepts, and practices; plans and completes real estate transactions or related administrative work; or applies regulations and real estate law to grant interests (lease, easement, permits, licenses or other agreements) in land or facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Real Estate Law, Business, Development, and related Real Estate degrees. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer Service (Clerical/Technical) Decision Making Real Estate Technical Competence Writing Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
