This position is responsible for performing billing for all utility services including: electric, water, sewer and sanitation. This position will provide customer service to utility customers in person, over the phone and in writing. Local or county government experience in utility billing setting is preferred. Experience in Tyler Incode utility billing preferred. Reports Utility Operations Manager.Hiring Range: $21.79- $23.97 Hourly Rate (Depending on qualifications)Work Days/Hours: Monday - Friday 8:00 a.m. - 5:00 p.m.Posting Start: 11/1/2024Posting End: 11/8/2024JOB SUMMARYThe Utility Billing Clerk is responsible for performing billing for all utility services including: electric, water, sewer and sanitation. This position will provide customer service to utility customers in person, over the phone and in writing.ESSENTIAL JOB FUNCTIONS Review, analyze and recommend adjustments to utility accounts with proper authorization. Maintain utility account database, including data entry, service area data and updating changes in customer name, phone numbers, addresses, account status or meter locations. Verifies utility account billing rate assignments. Prepare and process all utility bills for transfer to Datamatx for mailing. Program electronic meter readers and ensures routes are updated and accurate. Process new service and disconnect requests in a timely manner. Assist customers with utility account information. Audit utility billings to ensure accuracy. Obtain proper authorization prior to making any billing adjustments and keep proper records of all adjustments. Respond in person, over the telephone and in writing to customer inquiries and/ or complaints regarding active, new, transfer and final service accounts. Prepare daily reports on account activities. Calculate final billings based on readings and closes out discontinued accounts. Provide meter location information by street address, physical location and meter routes; maintains updated route information. Provide quarterly usage reports for all customers for review by supervisor. Research and compiles account histories of consumption patterns, past service calls, and similar information to assist in resolving disputed billing or service maintenance inquiries. Provide monthly reports of all past due accounts to the Utility Director. Advises the Utility Director on any special circumstances. Processes work order to turn off service for non-payment as decided by the Utility Director. Advise management of any system issues involving system billing errors or system glitches that need immediate attention from utility system representative. Maintain accurate records and files on all bankruptcy and special medical situation accounts. Attend and participate in job related training sessions, meetings and conferences, as they relate to assigned duties. Performs other related duties as assigned.QualificationsQUALIFICATIONSEducation and Experience:High school diploma or GED; supplemented by three (3) years of related experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Experience with Tyler Incode utility billing system preferred.Licenses or Certifications:NoneSpecial Requirements:Requires an acceptable general background check to include a local and state criminal history check and an acceptable driving record.Knowledge, Skills and Abilities: Knowledge of methods, codes, regulations, policies, procedures, terminology and laws related to utility billing and services Knowledge of City utility types and rates and what activities and weather may impact rates. Ability to communicate clearly and effectively, both orally and in writing. Ability to assist and provide customer service to the public in a courteous and respectful manner. Ability to read, interpret, apply and explain rules, regulations, policies and procedures. Ability to apply bookkeeping principles to maintain utility billing database. Ability to learn office policies, procedures and practices. Ability to efficiently plan and organize work. Ability to prepare computer input documents rapidly and accurately. Ability to use Microsoft Excel (basic skill level). Ability to work independently and meet assigned schedules and timelines. Ability to establish and maintain effective working relationships with City employees, City officials, and the general public.PHYSICAL DEMANDSThe work is light work which requires exerting up to 20 pounds of force on occasion. Work requires the ability to operate a variety of automated office machines, including computers, printers, facsimile machines, copy machines and telephones. Must be able to use tools or equipment that require dexterity.
