This position as an Office of Higher Education Compliance Officer will be responsible for monitoring postsecondary occupational schools for compliance. Location: 450 Columbus Blvd., Downtown Hartford, easily accessible for all commuters, centrally located with easy access from major highways and by public transportation. This position will require in-state travelling responsibilities. THE ROLE: The individual in this role will be responsible for: Investigating illegal schools for compliance with state statutes and regulations; Logging pertinent data into the agency database and running applicable reports; Processing student record requests within allotted timeframes; Notarizing documents; and, Other duties as assigned. ABOUT US: In the early 1980s, the Board of Governors for Higher Education became concerned about the lack of racial and ethnic diversity among the student bodies and professional staff of the states public colleges and universities. Following a study of relevant demographics, the Board developed its Strategic Plan to Ensure Racial and Ethnic Diversity in Connecticut Public Higher Education as a statement of organizational policy. In March of 1983, the state legislature incorporated the goals of the Strategic Plan within the states general statutes . The Plans goals included a desire that students who enroll and graduate from each of the public institutions of higher education are representative of the racial and ethnic diversity of the total population of the state.The State of CT Office of Higher Education (OHE) seeks to advance the promise of postsecondary education for all state residents, and to advocate on behalf of students, taxpayers, and the postsecondary schools and colleges which fall under its purview. The Office of Higher Education carries out its mission by assuring that students have access to postsecondary institutions which meet the highest standards of academic quality, by administering the states student financial aid programs, and by serving as an information and consumer protection resource. PURPOSE OF JOB CLASS (NATURE OF WORK) In the Office of Higher Education this class is accountable for independently performing a full range of technical duties in conducting regulatory compliance audits for programs and services supported by the agency. EXAMPLES OF DUTIES Provides guidance and consultation to assigned program, stakeholders, other state agencies, and community organizations on policy and procedures; Conducts on-site regulatory inspections and interviews to determine initial and continuing regulatory compliance; Reviews required program documentation and observes program operations; Documents all pertinent information regarding regulatory compliance; Acts as liaison with state, federal and community agencies, institutions of higher education and other stakeholders to provide technical assistance and problem resolution; Investigates and evaluates complaints of non-compliance, including interviews with stakeholders and institution staff; Assists with the development and implementation of training initiatives for community stakeholders; Assists in the development of policies and procedures; Maintains compliance records and prepares comprehensive reports; May assist with community-based grant program development, implementation and administration, program monitoring and assessment; May attend networking events and national conferences; May make presentations; Performs related duties as required. KNOWLEDGE, SKILL AND ABILITY Knowledge of assigned higher education programs; policy and procedures related to assigned higher education programs; educational institutions and community organizations; Skills interpersonal skills; oral and written communication skills; Ability to maintain cooperative relationships with administrative staff of higher education institutions, other state and federal agencies and community stakeholders; determine program and provider compliance with governing statutes and regulations; maintain records and prepare comprehensive written reports; utilize computer software. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Six (6) years of professional experience in higher education or a community service organization. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in education, public administration, public policy or a closely related field may be substituted for one (1) additional year of the General Experience. SPECIAL REQUIREMENTS Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operators license.
