The Electrical Engineer provides technical direction and support to the Mechanical Integrity Team to ensure electrical systems are Engineered, Designed, Constructed, Tested, Commissioned and Energized Properly. The Electrical Engineer acts as an electrical subject matter expert for project support, to answer, clarify, recommend and propose engineering and design solutions to a variety of projects requiring new electrical system as well as changes and upgrades to an existing system.

Responsibilities May Include:

* Developing preliminary, high level budgetary cost estimates for new projects.

* Developing scope of work document for new projects.

* Developing engineering basis document to help start new projects.

* Developing and/or reviewing and approving datasheets to procure electrical equipment.

* Providing engineering recommendations to new designs and modifications to improve overall reliability, maintainability and safety of electrical system.

* Providing technical directions to the capital project design basis and support the development of project options.

* Providing engineering, design and scope of work reviews to confirm constructability, operability, maintainability and safety.

* Ensuring that project follows, national codes, industry standards, P66 corporate engineering practices, P66 best practices and Sweeny Refinery site electrical preferences and procedures.

* Providing technology leadership for new or improved electrical system engineering and design.

* Reviewing and providing directions, recommendations, comments and feedback to Equipment Vendor packages and to Engineering Company Packages.

* Preparing testing and commissioning documents to be provided to testing companies for new electrical systems (MCCs, Substations, Transformers, Cables, etc.).

* Assisting in the developing of energization and cutover documents for new electrical systems.

* Preparing engineering documents, drawings, forms, test reports etc. for final project close out.

* Interfacing with Utility companies to discuss reliability initiatives regarding external power sources.

Required Qualifications:

* Legally authorized to work in the job posting country

* Bachelor's Degree or higher in Electrical Engineering

* 1 or more years of petrochemical or refining industry experience

* 1 or more years of experience in Capital Project Engineering or Electrical Engineering

* Willing and able to obtain a Transportation Worker Identification Card (TWIC); Information can be found at

* Must be willing and able, with or without reasonable accommodation, to comply with the following:

* Travel up to 5% of the time

* Occasional on-call duties

* Work extended hours, which may include evenings, weekends, and holidays

* Transport articles up to 50 pounds

* Work safely near large, hot, high-speed machines

* Climb ladders and stairs up to 200 feet in height

* Work around chemicals, including acids and bases

* Work around hydrocarbons under high pressure and heat

* Work outside in harsh weather conditions

* Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)

* Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

Preferred Qualifications:

* Expert knowledge of NFPA 70, NFPA 70E, API, NETA ATS, and NETA MTS

* Expert knowledge of 138kV, 69kV Transmission System, 15kV distribution equipment, 5kV and 480V utilization equipment

* Expert knowledge with GE and SEL protective relays and setting software

* Knowledge in determining and reviewing electrical area classification requirements

* Expert knowledge of large (up to 23000HP) motor, motor control systems and motor starting methodology

* Knowledge on SKM PowerTools Software to Model Electrical System for:

* Short Circuit Calculations

* Load Flow

* Motor Starting

* Protective Device Coordination

* Arc Flash Energy

* Knowledge on Siemens and TMEIC MV VFD's

* Good interpersonal skills and teamwork skills

* Good written and verbal communication skill

* Basic Understanding of Capital Project Development and Execution Strategies

The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
