FLSA: Exempt Location: Oklahoma County Juvenile Bureau 5905 N. Classen Ct., Oklahoma City, Oklahoma 73118 Hours: The normal working hours for this position are Monday through Friday 8:00 a.m. until 5:00 p.m. May occasionally require additional or flexible hours to complete assigned responsibilities. This position is required to be available and responsive twenty-four (24) hours per day, seven (7) days per week to meet public safety and operational needs. EXPERIENCE AND OCCUPATIONAL LEVEL: Probation Supervisor is a supervisory/management position at the mid-management level within the organization. GENERAL PURPOSE: Provides guidance, training, coaching and development to a team of officers who provide services to youth adjudicated and made wards of the Oklahoma County Juvenile Division of the District Court. May also supervise up to ten (10) youth due to workload necessity and/or a youth who is high risk or has special needs and requires an experienced level of expertise. The Probation Supervisor conducts these responsibilities in a manner consistent with the Oklahoma State Statutes, American Correctional Association (ACA) Standards, OCJB Policy and Procedure, and best practices. SUPERVISION RECEIVED: Works directly under the supervision of the Deputy Director or designee as directed. SUPERVISION EXERCISED: Manages and supervises Probation Officer I (PO I), Senior Probation Officer (Sr. PO), and Probation Officer II (PO II) positions in the performance of their essential duties and designated areas of responsibility. May also supervise support positions as designated. May serve in the capacity of Deputy Director during his/her absence as designated. ESSENTIAL DUTIES AND RESPONSIBILITIES: Assists in maintaining the safety of the public and the provision of services provided to the assigned youth and their families by providing strong leadership, quality assurance, and oversight in the twenty-four (24) hour/seven (7) day per week operation of probation services. Assists the Court, District Attorneys Office, Public Defenders Office, the OCJB, and the community by ensuring that appropriate supervision and guidance and being provided to the youth assigned in accordance with all requirements. Serves as an interviewer in the hiring and promotional selection process as designated. Effectively manages and executes a variety of tasks simultaneously through the proper utilization of delegation, organization of work, and management of time. Trains and reviews the work of subordinates in all areas of their responsibilities to ensure appropriate case management, supervision level, degree of contact, individual service and treatment plan conditions, interventions, court recommendations, knowledge of youth and their family, and case documentation is occurring as required. Establishes and monitors due dates to ensure compliance with all court reports and hearing attendance by subordinates are met. Ensures subordinates are maintaining the safety of the public and the accountability of the youth assigned by providing a strong enforcement and quick response to violations of probation conditions. Conducts case management reviews for assigned officers to ensure supervision standards are being met. Conducts regularly scheduled team and individual subordinate meetings for the purpose of sharing information, providing training, planning, and other necessary activities. Observes subordinates in the execution of their assigned responsibilities by attending court hearings and accompanying them during office/home/field visits. Establishes and communicates performance standards by providing clear directions, establishing goals and measures, and establishing improvement and/or development plans. Ensures all subordinates are receiving routine job performance feedback, skill development and training, and performance evaluations in compliance with all requirements. Provides positive feedback and redirects performance which needs improvement utilizing the processes established by OCJB policy and procedure. Establishes collaborative relationships with peers and subordinates to solve problems and improve operations. Fosters the development of internal relationships with other units within the OCJB and with internal and external stakeholders such as: the courts, the district attorneys office, the public defenders office, law enforcement, other social service agencies, schools, community service agencies, program providers, members of the public, and the assigned youth and their families. When providing supervision and guidance to youth, ensures compliance with all requirements are being met. Complies and ensures subordinates are in compliance with assigned and approved work schedule, Oklahoma County employee rules, OCJB policies and procedures, and training requirements. Serves as a role model for other employees by consistently demonstrating high standards for personal work habits, professional conduct and appearance. May coordinate the monitoring and assignment of cases to officers. May coordinate the training and oversight of officers for participation in the Title IV-E time study. May develop and/or deliver training to officers and support personnel. May develop and/or deliver educational programs for youth. Assists in the development and/or revision of policies, procedures and forms to provide for consistent work flow processes and the most efficient use of resources. Assists the Deputy Director in the day-to-day operations of the unit. Completes other duties as assigned. PERIPHERAL DUTIES: May serve as a representative of the OCJB in a variety of activities designed to improve community partnerships and operational practices. May provide youth educational programs or engage in activities associated with community or civic engagement. DESIRED MINIMUM QUALIFICATIONS: Education and Experience: Bachelors Degree and two (2) years related work experience in social sciences, mental health, law enforcement, corrections, and/or education fields or a combination of education and experience which equals six (6) years. One (1) year of the required work experience must have been managing youth or adult offenders. Candidates whose Bachelors Degree included the attainment of twenty-four (24) or more undergraduate credits in social sciences, mental health, law enforcement, corrections, and/or education course work may be given preference. Candidates who possess supervisory experience may be given preference. Special Requirements: Must have a valid state drivers license. Must have a working telephone number where employee can be reached. Necessary Knowledge, Skills and Abilities: Must possess maturity, judgment and knowledge consistent with the high level of responsibility required. Must possess a general knowledge of and experience in social work techniques and an understanding of community resources, family dynamics, and cultural diversity. Must possess the ability to communicate effectively in writing, orally and interpersonally. Possesses the ability to listen, be patient, show empathy and understanding to establish trust and solve problems and/or conflicts. Must possess a high degree of organizational and time management skills. Must possess the ability to establish and maintain the confidence and cooperation of the assigned youth. Must possess the ability to consult and communicate with a variety of internal and external stakeholders. Must possess the ability to build morale and synergy among team members by creating a feeling of belonging and by sharing wins and successes. Must possess experience in the use of computers, word processing software programs and data entry into an information management system. Must be familiar with and able to operate audiovisual equipment, copy and fax machines, telephones and cellular phones. Must be able to maintain confidentiality requirements in working with the youth, their families and the public. Must possess the ability to read, comprehend and prepare written documents in the English language. Must possess the ability and willingness to perform job related travel. TOOLS AND EQUIPMENT USED: Computers, copy and fax machines, audiovisual equipment, telephones, and cellular phones. PHYSICAL DEMANDS: Must be able to push/pull with at least twenty (20) pounds of force to operate the secure doors within the Detention facility as needed. Must be able to occasionally lift/carry up to twenty-five (25) pounds. Must be able to occasionally kneel/bend/crouch as necessary for filing/administrative purposes. Must have the ability to read, write, and comprehend to accomplish various administrative reports, filing, and number recognition related tasks. Must have the ability to listen and communicate in such a way that effective communication with coworkers can be accomplished. Must have clarity of vision and object manipulation to operate various computer/technological equipment including telephone, keyboard, mouse, computer, calculator, copy machine, etc. This position is primarily sedentary, approximately 70% sitting and 30% walking/standing. Must be able to traverse uneven terrain in the field as necessary to visit schools, resident homes, etc. WORK ENVIRONMENT: The work environment may vary depending on office duty or field duty. The office noise level ranges from quiet to moderate. When making home visits, the noise level may vary from quiet to very loud. While working in the detention center, an employee can expect a high noise level with several functions occurring at the same time. The work environment involves exposure to the general public and the potential for volatile situations.
