  • The Mechanical SME/Test Adjust & Balance Technician must have successfully completed the National Environmental Balancing Bureau (NEBB) course and maintain current certification through required continuing education. • Minimum of three years practical experience in the theory, operation and maintenance of all mechanical systems which include chillers, boilers, circulating pumps, air handlers and air distribution systems and building automation systems. • The TAB Technician must have above average knowledge of Mathematics, Addition, Subtraction, Multiplication, Square Root, Cube Root, Ratios, Percentages, Equations, Decimals, Fluid Flow, Pressure (static, velocity and total), Resistance (friction and dynamic loss), Velocity, Density, Quantity Heat Transfer, General System Knowledge of Air Distribution Systems, know the purpose of each component in an air system and how these components interact as related to system operating pressure. • Know the effect of duct leakage on balancing. Know the function of the fan laws, system effect and V-belt drives, understand the function of the components in various types (constant volume, VAV, dual-duct, terminal reheat, etc.) of air distribution systems. • Capable of performing all roles and responsibilities with the support of (1) non-TAB DHA team member. • Capable of learning additional TAB skills indicated within UFGS 23 05 93 Testing, Adjusting, and Balancing and UFGS 23 08 00 Commissioning of Mechanical (and Plumbing) System like sound, vibration, controls, and other measuring and testing for building systems.
Responsibilities
  • Performs full range of TAB tasks and activities for existing and new HVAC, Plumbing, and Steam systems.
  • Develops and documents activities with TAB reports, assessments, and other specific deliverables including system pre-audits (design vs as-found conditions), ventilation and pressurization assessments, temperature and humidity assessments, duct leakage assessments, TAB reports for new construction, system troubleshooting reports, system performance verification reports, seasonal testing reports, deficiency reports, design review reports, pre-field engineering reports, and design/construction deficiency reports, using DHA standard formats and processes, which are based on NEBB/AABC procedures.
  • Collects and assesses available system information from MARS, FM provided information, O&M data, field gathered data, or data gathered by other means. Develops, updates and maintains HQ inventory (MARS or other DHA data repository) of one-line air/hydronic/steam flow diagrams at the installation, building, and system level.
  • Develops and/or compiles TAB floor plans, schematics, and other related TAB reference information to include equipment tags, air / hydronic / steam system one-line flow diagram, equipment schedules, equipment details, balancing devices, control diagrams and sequences, fan/pump curves, and appropriate TAB procedures.
  • Reviews and provides assessment to Mechanical SME/Engineer of what should be current design conditions for air, water, and steam requirements and aids in identifying system deficiencies and offers recommendations.
  • Evaluates existing systems for proper TAB devices (i.e. balancing dampers, balancing valves, T&P ports, etc.) and writes scope of work with diagrams and details to address TAB device deficiencies.
  • Troubleshoots air ventilation, HVAC waterside, STC (sound transmission), and steam quality deficiencies in medical facilities and laboratories.
  • Works with and coordinates with controls vendors to pre-position systems for meaningful readings / measurements.
  • Develops highly technical solutions to improve system performance, statements of work and cost estimates for all DHA Branches supported by the Engineering & Design Branch.
  • Will participate as a member of a commissioning, functional testing and design validation of major HVAC systems procured by DHA and reporting directly to the A/FE Engineering & Design Branch their observations, findings, and recommendations. Provides assessments and recommendations to E&D for Government Acceptance.
  • Communicates clearly and explains findings and recommendations to facility maintenance providers and the Executive Staff of the Medical Treatment Facilities (MTF) such that they can grasp the findings.
  • Maintains DHA equipment sign-out procedures to ensure property accountability for DHA furnished equipment. Coordinates and plans transportation of TAB equipment to project sites.
  • Maintain TAB equipment calibration records and ensure calibrated equipment is used for ALL TAB activities.
