POSITION OVERVIEW:
Our team is currently looking for an HSSE Site Manager for a client in the Oil and Gas industry.
Prepare, coordinate, implement, and oversee the health and safety programs based on Health and Safety Guidelines and OSHA. Manage the application of these programs in the Terminal facility following the technical and safety procedures and standards according to the Company business plan. Coordinate all facility activities that comply with health and safety and industry requirements, including coordination with the Security and Emergency Response Leads. Incumbent will report functionally to the Director HSS and serve as part of the site leadership team under the direction of the Senior Project Manager.
RESPONSIBILITIES AND ESSENTIAL DUTIES:
- Performs field observations, opportunity walks, JSEA, toolbox meetings, lessons learned, stand-downs, incident investigations, and internal and external audits, including implementation of corrective actions.
- Maintains and analyzes incident statistics to determine which prevention efforts need to be directed, then prescribes existing system changes to meet the identified needs changes in existing systems to meet the identified needs.
- Ensures the Safety team provides day-to-day support to the facility in safe work practice and facility auditing, PSSR, turnaround safety planning, and execution support, contractor safety oversight, and other routine safety.
- Manages a team of HSSE professionals at the site providing guidance, training, and technical support.
- Monitors and tracks the accurate reporting of HSSE data e.g. near misses, high potential near misses, First Aid, Leading and Lagging, Indicators.
- Functions as subject matter expert on HSSE best practices.
- Develops, updates, and maintains HSSE plans, procedures, manuals, and programs.
- Conducts and participates in internal and external audits.
- Manages work-related injuries through direct involvement with staff and professional medical personnel.
- Monitors and maintains complete control and understanding of all federal, state, and local health and safety regulations, legislation and policies to keep the ECA Site team informed of changes and impacts and recommends solutions. Communicates, interacts, and works closely with regulatory agencies and with various departments to facilitate compliance and effective implementation of plans.
- Performs other duties as assigned (no more than 5% of duties).
MINIMUM REQUIREMENTS:
- Bachelor's Degree Safety, Industrial Hygiene, Engineering, or related field required.
- 15 Specifically in Petrochemical, Refining, or Oil & Gas / LNG required.
- Possess extensive experience in implementing best practices of safety, security, and environmental.
- Possess strong leadership abilities to build a positive team environment, manage and influence team performance including mentoring.
- Possess in-depth knowledge of operating site safety, environmental, and emergency response programs.
- Possess analytical thinking and the ability to utilize concise data and information while working through problems and implementing solutions.
- Ability to apply strong written and oral communication skills while presenting and participating in fruitful discussions with internal and external project stakeholders.
- Possess a positive attitude and has the ability and poise to be professional during crucial discussions with regulators as well as company/partner executive management or while presenting critical information requiring management decisions to overcome issues and concerns regarding the site operations.
- Possess extensive experience in meeting project goals and objectives utilizing a forward-looking approach.
- Possess extensive experience in monitoring site safety performance and conducting audits and incident investigations.
- Possess extensive knowledge and proficiency in using Microsoft Office Suite, i.e. Word, Excel, PPT, Visio to convey information with clarity through presentations and reports.
- Possess a strong working knowledge and understanding of regulatory agency requirements.
- Possess the ability to manage multiple and complex issues and work independently.
- Ability to learn and understand regulatory requirements of other countries where the business unit has operations.
- Transportation Worker Identification Credentials (TWIC) REQUIRED.
- Advanced HSSE certification is a plus.
- Bilingual in English and Spanish – REQUIRED.
