Post Internal Days 0 Category Family Foster Care Description Catholic Guardian ServicesJob DescriptionTitle: Senior Director of Social Services, Family Foster Care ProgramsReports to: Assistant Executive DirectorMajor Duties & Responsibilities: Responsible for the administration and oversight of the social services components of the Family Foster Care Program, which include regular Family Foster Care (FFC), Special Medical and Developmental Disabilities (SMDD), and Treatment Family Foster Care (TFFC) Provides direct supervision to the TFFC Director and the FFC Deputy Directors Ensures consistent and ongoing compliance with all mandated requirements and outcome measures of the Administration for Children's Services (ACS) related to the Scorecard, and ACS Foster Care Standards, including: timely FASP submission; ECANS, PYA Forms, MHCU Forms, ETP requests, timely submission of OCFS and ACS CAPs; timely outcome achievements: reunifications, re-entries, and adoptions; special/exceptional care authorizations; compliance with PAMS performance and documentation requirements; casework contacts; Family Team Conference (FTC) attendance rates; HIV/AIDS PAMS requirements; and casework attendance at Family Court proceedings; Develops social service programming directed toward the timely achievement of permanency for children in accordance with principles of good social work practice and utilization of the Solution-Based Casework (SBC) evidence-informed model of case management. Ensures the early engagement of families and the provision of concurrent planning and aftercare services; and monitors issues associated with service delivery, including: length of stay, replacement rates, re-entry to care following discharge rates, movements; sibling separation, timely access to needed and appropriate quality services, and maintenance of the child within community of origin; Establishes procedures for the timely identification of children requiring transfer from one level of care to another, including oversight of a high risk case review protocol, and a smooth transitioning process to involve the child's discharge resource; Actively participates in program staff's SBC Certification. This includes but is not limited to facilitating/co-facilitating SBC Supervisor Seminars, Coaching staff, actively participating in all SBC Implementation Meetings. Oversees the program's establishment and development of linkages with relevant community services, and participates in community advocacy networks; Ensures programmatic follow-up on children absent from care from FFC social service programs; Responds to emergencies during the evening and weekends associated with the care of children in the FFC, TFFC and SMDD Programs. FFC Director of Social Services must be available 24 hours/7 days per week (unless out of the office on approved time off) to guide staff through emergencies and communicate in real time with the agency executive team members. When instructed by the agency's executive team the Senior Director of Social Services is expected to communicate accurately and effectively with ACS OSR and OCFS when critical incidents occur. Promotes and monitors staff training and development in accordance with good practice standards and mandatory guidelines set by governmental oversight bodies Monitor program staff's compliance with the timely submission of timesheets and employee evaluation performance. Provides regular reports, including a comprehensive annual report, on the performance of the agency's FFC, TFFC and SMDD Programs in the achievement of their responsibilities, mandated requirements, and relationship to communities; Develops and maintains monthly management plans and reports necessary for administrative oversight of child welfare services offered and coordinated through the program Attends regularly scheduled meetings throughout all the satellite offices and other sites throughout the community, including ACS and OCFS locationsQualifications: Master's degree in Social Work; LMSW required. Minimum of 10 consecutive years of prior administrative, clinical, and managerial experience overseeing a significant and diverse child welfare social service operation; Proven command of ACS Scorecard contract performance requirements and NYS OCFS foster care standards and requirements; Current and thorough working knowledge of CONNECTIONS, LTS, PYA, and e-CANS; Excellent computer skills, e.g.; capacity to develop tracking systems and excel templates. Demonstrated knowledge of best practices in the field of child welfare; Ability to travel to New York City communities; Ability to work a flexible schedule, including evenings and weekends; Ability to be on-call 24 hours/7 days per week Ability to work effectively with the agency's executive management team; Proven management abilities, including working in a high volume work environment, meeting deadlines, ensuring compliance with agency policy and procedures, and overseeing complete and timely maintenance of agency case records, in accordance with contractual requirements; Demonstrated effective inter-departmental project management and coordination; Excellent writing and project management skills.
