Company DescriptionJob Description The Department seeks an exceptional procurement professional, who is highly motivated and detail oriented, to serve as a Senior Contracting Officer. The successful candidate will have worked in a fast paced, complex agency and have extensive experience in managing City procurements, in developing solicitation documents, reviewing, approving, and executing documents on behalf of the Agency Chief Contracting Officer (ACCO) or Deputy Agency Chief Contracting Officer (DACCO). Duties include: -Coordinate and collaborate with all stake holders in the procurement process. -Assist the ACCO and DACCO in managing the contracting and purchasing activity of various DOB units. -Manage and coordinate vendor due diligence reviews, including recommendation of strategies for resolution of complex responsibility determination issues. -Review the procurement needs of the Agency and develop work plans to meet these needs. -Achieve procurement milestones for high-priority programs with vigorous timeframes; ensure compliance with procedures of the Procurement Policy Board and the Mayor's Office of Contract Services (MOCS). -Utilize existing NYC systems such as PASSPort, DMSS, and FMS for review, approval and processing of Purchase Requisitions, Responsibility Determinations, PSRs, RFAs RCAMs, and RFRs. -Direct staff of professional, and administrative employees performing duties related to the above functions and manage the workflow. -Provide technical advice and quality assurance to the staff to ensure work is performed correctly, and develop procedures for administration of contract, procurement and purchasing activities. -Assist the ACCO and DACCO in ensuring the integrity of the procurement process. Advise the -ACCO and DACCO on decisions concerning the award, administration, renewal or termination of POs and contracts. -Educate and advise Agency staff on appropriate procurement methodology and applicability of local procurement law. -Represent the ACCO or DACCO in key meetings with senior officials, negotiations with vendors and conduct public hearings if authorized. CIVIL SERVICE STATUS Only permanent Administrative Procurement Analysts, applicants who are reachable on the Administrative Procurement Analyst promotion list for the Department of Buildings, applicants who are reachable on the Administrative Procurement Analyst open competitive list, and applicants as indicated below will be considered. Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York REMOTE WORK This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program. Qualifications 1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or 2. A combination of education and/or experience equivalent to 1 above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in 1 above. Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in 1 above.
