If this sounds like you, Montgomery Parks Facilities Management Division, located in Gaithersburg, Maryland is the place you want to be! We are currently seeking a dynamic, highly professional Property Management Administrative Specialist II.

Facilities Management Division:

The Administrative Specialist II will be part of the Facilities Management Division and is assigned to the Property Management Unit. This Division of 118 staff provides for the care and maintenance of the Department's physical assets including facilities, pavement, fleet, and major building systems.

The Property Management Unit is unique in that it is a self-sustaining program, financed by the revenue derived from the rentals of park houses, commercial agreements, and other land leases. Our Administrative Specialist II will be responsible for the research, analyzation, and administration of legal agreements for the use of Commission property for lease, as well as handling the financial administration for said properties. Legal agreements include residential, agricultural, daycare, parking lots, equestrian, and telecommunications.This position will service the geographic area of all of Montgomery Parks property throughout Montgomery County, MD.

Examples of Important Duties

Research, Analysis, and Administration of Complex Legal Agreements

* Researches and analyzes complex operations utilizing Park land, lease terms and conditions.

* Coordinates with the Commission's General Counsel Office in drafting legal agreements and enforcement terms with Commission's final approval.

* Prepares and presents agreement reports to appropriate Commission offices.

Financial Data Administration of Commission Properties

* Benchmarks, records, and tracks data relative to the financial data administration of leased property for use in decision making, such as the determination of rental rates.

* Ensures revenue and expenditures of leased property are transmitted accurately to Budget Manager and Finance. Reconciles financial records on a routine basis and coordinates budgetary information with the Budget Manager.

* Negotiates, prepares, and processes procurement documents and vendor payments.

Serve as Lead Staff for Projects Involving Leased Properties

* Determines suitable re-use of available Commission property and facilities.

* Works collaboratively with Commission staff to draft policy for leased property such as third-party use of Commission facilities.

* Communicates and meets with Commission staff, Planning Board members, County Council staff, citizens, community groups, other agency staff, and other stakeholders to address community needs, answer inquiries, provide information, and address politically sensitive and/or day to day operations.

Important Skills and Characteristics

* Experience in business administration; knowledge of local and state leasing laws and requirements.

* Strong attention to detail and organizational skills.

* Skill in problem solving to select, organize, and logically process relevant information (verbal, numerical, or abstract) to solve a problem.

* Ability to provide effective oral and written communication.

* Excellent customer-service skills.

* Excellent computer and communication skills.

Preferred Qualifications

* Experience in presenting information to internal and external key stakeholders.

* Experience in relation to property management and/or lease drafting and administration.

* Two (2) years experience as a paralegal, two (2) years experience in real estate, or a combination of both for a total of four (4) years.

Minimum Qualifications

* Bachelor's Degree in Human Resource Management, Finance, Business or any related field.

* Two (2) years of progressively responsible experience in human resource management,finance or any other related field of business administration.

* An equivalent combination of education and experience may be substituted, which togethertotal 6 years.
