Official Position Description:
In the Division of Construction, Office of Materials Management (OMM), travels in & out of state to inspect standard projects & asphalt materials (e.g., asphalt mixtures, additives, & liquids; production equipment, plants, & placement) at external locations (e.g., asphalt projects, districts, asphalt mix design labs, plants, & supplier locations) to ensure contractor compliance. Travels throughout the State of Ohio & to other nearby states & performs quality assurance reviews, independent assurance, inspections, troubleshooting, & calibrations of Asphalt Level 2, Level 3, & agency labs, (e.g., development of mix designs, aspects of asphalt production (e.g., asphalt mix plants, & placement of asphalt mixtures), in accordance with established procedures & collaboration with districts. Approves use of contingencies (i.e., quantity & plan design) stipulated by contract & has authority to stop work by contractor. Authorizes & provides work direction on standard techniques, operating procedures, & practices (e.g., asphalt testing, production, & placement for contingencies to the production & placement of items & reviews contractor quality control programs to ensure compliance. Obtains, lifts, &/or transports component samples (e.g., aggregate, reclaimed asphalt materials, binder, asphalt cores, or mixtures); evaluates quality assurance (QA) test data; & reviews quality control processes to ensure quality standards are followed. Issues lab & plant approvals; rejects asphalt mix, job mix formulas (JMF), plants, & specialized plant equipment (e.g., in-line blenders & injection systems, fiber equipment for Stone Matrix Asphalt (SMA) & SS-826 mixes). Utilizes computer & related software (e.g., Microsoft Office, construction database, SharePoint, Geographical Query Language (GQL)) to generate reports (e.g., plant lab report, Asphalt Level 3 lab report, Asphalt Lab Technical Process review (TPR) report, Asphalt Monitors report) & signs documentation for asphalt items related to the project(s).
Evaluates asphalt producers' quality control plans to ensure compliance to standards, specifications, JMF, & codes. Acts as liaison & schedules meetings between Central Office, Districts, Contractors, & Producers on matters relating to production, quality control/assurance, sampling, & testing.
Obtains samples & performs special tests & research & reviews on highway materials (e.g., binder, asphalt mix, pavement bonding, & constituent items), which include newly placed & older pavements. Performs coring on roadways & bridges for exploratory & research purposes using vehicle mounted &/or handheld coring apparatus. Evaluates & operates new asphalt technologies & equipment. Issues reports based on findings & evaluation to Districts & Central Office personnel. Responsible for calibration, maintenance, & repair of equipment & testing apparatus under them. Maintains facilities & equipment in a clean & orderly manner. Maintains inventory of all assigned equipment.
Trains new employees & assists in conducting training programs for ODOT & industry personnel including operating & performing specialized performance testing (e.g., Asphalt Level 2 & 3 schools, IDEAL-CT, Asphalt Pavement Analyzer, TSR). Provides work direction to Asphalt Level 2 & 3 technicians, field quality control supervisors, plant operators, & others performing Department Work. Attends & presents at various Department & Industry-lead trainings throughout the year. Performs other work-related duties as assigned.
Valid driver's license required.
Must obtain Asphalt Level 3 certification during probationary period and must maintain certification to stay in the classification.
This position requires up to 100% travel.
5 yrs. engineering related technical experience in simple construction/ rehabilitation/maintenance projects or planning & design of simple civil engineering projects or materials testing, with experience to be commensurate with position to be filled. * Or completion of associate degree program in engineering technology; 3 yrs. engineering related technical experience in simple construction/ rehabilitation/maintenance projects or planning & design of simple civil engineering projects or materials testing, with experience to be commensurate with position to be filled.
* Or 12 mos. exp. as Transportation Technical Specialist, 85871, with experience to be commensurate with position to be filled.
* Or equivalent of minimum class qualifications for employment noted above.
