The Collections Program Area is a highly productive team of professionals dedicated to carrying out the mission of IDOR by increasing voluntary compliance. This position manages staff and is responsible for making certain the needs of the Department are met through voluntary compliance viathe pursuit of non-filed returns or assessed debt in an efficient and professional manner. If you're ready to take on this challenge, you owe it to yourself to grow your career with the Illinois Department of Revenue Collections team!The benefits of working at Department of Revenue include a 37 ½ hour work week, a generous salary and benefits package (paid time off for vacation, sick, or personal leave, twelve holidays) pension and other retirement benefits, tuition reimbursement, and insurance eligibility on day one (medical, dental, vision, and life).Essential FunctionsUnder administrative direction, plans, manages and directs the activities of the staff reporting to the Springfield Collection Enforcement Division within the Illinois Department of Revenue (IDOR).Serves as a full line supervisor.Approves various courses of action including jeopardy and penalty assessments.Regulates the training, maintenance, operation and quality control of an enforcement program and the specific software that controls its operation.Accesses delinquent taxpayer cases, reviews and analyzes online information to determine the nature of the delinquencies and/or assessments utilizing IDOR's Tax Systems.Confers by telephone, correspondence and/or in person, with taxpayers, their representative and/or others to make demand for payment or filing of missing returns.Appears at Administrative Hearings, State Circuit Court and/or Federal Court to act as an expert IDOR witness in enforcement laws.Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.Minimum QualificationsRequires knowledge, skill and mental development equivalent to four (4) years of college preferably with coursework in finance or accounting.Requires prior experience equivalent to three years of progressively responsible administrative experience working in a tax related field (e.g., accounting, collections, finance, etc.).Preferred QualificationsFour (4) years of experience supervising staff and planning day to day operations of a work unit.Four (4) years of experience using tax processing software systems (GenTax, MyTax Illinois, MyLocalTax, or similar tax processing systems) in a professional capacity.Four (4) years of experience in delinquent tax compliance and the collection of past due debt.Advanced proficiency in Microsoft Excel or similar spreadsheet software.Four (4) years of experience working with tax laws, rules and regulations in a professional capacity.Four (4) years of experience providing training or formal technical assistance as a tax or collections professional.Bachelor's degree or higher level of education.Conditions of EmploymentRequires the ability to successfully complete a tax compliance and fingerprint-based background check.Requires ability to travel in the performance of duties, with overnight stays as appropriate.This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)).
