Job Description:The Soil Conservation Assistant District Manager supports the District Manager in overseeing the Calvert Soil Conservation District's operations, focusing on strengthening its role in the local agricultural community. This role manages the planning, design, review, funding, construction, and monitoring of large-scale riparian restoration projects while also conducting field visits to address erosion issues and reviewing site plans for regulatory compliance. Additionally, the Deputy trains and supervises Erosion and Sediment Control Specialists and ensures operational continuity in the absence of the District Manager.The position reports to the Calvert Soil Conservation District Manager.
Essential Job FunctionsErosion and Sediment ControlReviews subdivision and site plans to ensure compliance with erosion and sediment control standards, including consultant-developed road plans, forest harvest plans, and dredge spoil site plans.Conducts field visits to investigate and resolve erosion and soil-related issues while responding to public inquiries.Researches plats, files, and records of subdivisions, parcels, farmlands, and shorelines.Supervises and supports the development of District Erosion and Sediment Control staff.Updates local ordinances and contributes to State COMAR regulations, including Maryland Standards for soil erosion, sediment control, and grading.Participates in special projects, conducting technical studies and developing cost figures.Acts as a District/County resource on erosion mitigation.Riparian Project Engineering/ManagementOversees the planning, design, funding, construction, and monitoring of large-scale shoreline restoration projects, selecting consultants, preparing bid documents, and supervising the bid process.Manages design and construction activities as the owner's technical representative, resolving issues, negotiating costs, and approving payments.Identifies funding opportunities, prepares grant applications, and manages grant-funded projects.Reviews project documents, conducts key project meetings and supervises field inspections to ensure compliance with contract documents.Designs shoreline restoration projects in-house and provides technical expertise on coastal rehabilitation (e.g., living shorelines, breakwaters, jetties, etc.).Prepares and presents project reports, maintaining detailed records of design changes, construction activities, and environmental monitoring.Coordinates educational outreach and stays informed on best practices for shoreline restoration, integrating innovative techniques.Develops partnerships with government agencies and non-governmental organizations to conserve natural resources and creates local conservation programs.General DutiesRepresents the County and Soil Conservation District at Planning Commission and Board of County Commissioner meetings.Responds to inquiries from County Commissioners, government staff, organizations, and the public through written correspondence.Assists in planning and coordinating District events and Envirothon training and competitions.Trains staff in the use of survey equipment and leads topographic and bathymetric surveys.Supports the District Manager to ensure smooth operations in their absence.

Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.)Knowledge of
- Principles and methods of riparian-based project design, engineering, and management, including current training standards, equipment, techniques, protocols, and procedures.
- Laws, codes, regulations, ordinances, and other applicable State and County guidance documents related to soil erosion and sediment control.
- Survey equipment and computer software for engineering design and project management (e.g., AutoCAD, Infor).
Ability to
- Coordinate the planning, drafting, design, review, funding, construction, and monitoring of riparian-based design projects.
- Operate, maintain, and safeguard survey equipment.
- Process topographic/bathymetric survey data with quality control of assimilated data during the survey and in the graphical representation/plan view.
- Interact and communicate effectively with County Commissioners, County Government staff, other government organizations, and the general public on issues related to erosion and sediment control and riparian project engineering and management.
Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)Training and/or Education:Bachelor's degree required, ideally in environmental science, engineering, project management, or a related field.
Experience:Five years of experience in engineering or survey-related field, design, or construction.
Licenses or Certificates:Valid driver's license.
Special Requirements:Operation of District and County vehicles.
Physical Demands:Combination of office work and field site visits. Office work requires operation of keyboard devices and mostly sitting with some walking, standing, bending, stooping, and carrying of light objects.Outdoor fieldwork includes surveying, survey equipment training, construction inspection and management, and riparian-related activities in marshes and water bodies. Field work may include exposure to dirt, dust, grease, mud, dampness or high humidity, rain or snow, extremes of heat or cold, constant noise, and machinery vibrations at construction sites. Fieldwork requires walking or standing for long periods, walking over rough or uneven terrain, maintaining balance on watercraft, in-water activities and lifting up to 50 pounds.
Unusual Demands:Position is subject to frequent interruptions and tight deadlines for design submittals and approvals.Requires attendance at some evening events. During critical periods of construction, on-call availability is required both via phone and in person.
