The College intends to engage the selected candidate for a one-year term, with a renewal option of one (1) additional year, to be determined in the College's sole discretion. Respondents to the RFQ may submit no more than two (2) resumes each. Schedule and Reporting Requirements: This is primarily a remote position. Services will typically be provided via teleconference and telephone. However, the selected candidate may be required to come on to campus on an as-needed basis, as required by the Director of the Counseling Center. In the event that the selected candidate is required to come on campus, a visitor parking pass will be provided by the Department. This position is deemed to be part time. The College anticipates calling the vendor for service 2 - 3 days per month. The selected candidate may be called during the following hours: Monday - Friday, 9 AM - 5 PM. These time frames are provided for reference purposes, the work schedule may vary based on student needs, and will be created in collaboration with the Director of the Counseling Center. Additionally, the selected candidate may be called for off-hours telehealth consultations, as needed. Experience and Candidate Evaluation: A. Minimum Candidate Qualifications All candidates must possess, at a minimum, the following qualifications, and shall include evidence of same along with the required resume: 1. Registered Nurse (RN) and Nurse Practitioner Licensure in the State of New York; 2. Clinical Nurse Specialist Certification in Adult Psychiatric and Mental Health; 3. Drug Enforcement Agency (DEA) Licensure; 4. Three (3) Years of verifiable experience as a Psychiatric Nurse Practitioner; 5. Malpractice Liability Insurance in the amount of $1 Million per claim, and $6 Million aggregate. This insurance requirement shall follow form with the requirements of the OGS Contract. The requirements listed above will be evaluated on a pass/fail basis. Failure to include such licensure as part of the candidate submission may result preclude the candidate from further evaluation. B. Candidate Evaluation: All candidates that meet the criteria listed in Minimum Candidate Qualifications above will be evaluated on the basis of a best value. The candidate with the highest combined score (price, education and experience, and interview) will be selected for the engagement in accordance with the following evaluation instrument: Price - 35 points Candidate(s) with the lowest priced hourly rate shall receive a full price score of 35. Candidates with higher pricing shall receive a proportional score, based on the difference of their hourly rate, normalized to 35 points. Education and Experience - 35 points Candidates shall receive up to 35 points for Education and Experience, based on following three (3) sub-criteria scored on a sliding scale as described below: 1. General Clinical Experience, up to 20 points: Candidates with 10+ Years of verifiable experience as a Psychiatric Nurse Practitioner shall receive 20 points Candidates with 6 - 9 Years of verifiable experience as a Psychiatric Nurse Practitioner shall receive 10 points. Candidates with 3 - 5 Years of verifiable experience as a Psychiatric Nurse Practitioner shall receive 5 points. 2. Higher Education Clinical Experience, up to 10 points: Candidates with more than one year of verifiable experience as a Psychiatric Nurse Practitioner in a higher education setting shall receive 10 points. Candidates with at least 1 year of verifiable experience as a Psychiatric Nurse Practitioner in a higher education setting shall receive 5 points. 3. Education Credential, up to 5 points: Candidates that possess a Master's Degree in Nursing, Nursing Administration, or Public Health acquired from an accredited college or university prior to the closing date of this RFQ shall receive 5 points. Interview - 30 points The candidate with the highest combined Price and Education and Experience Score, and up to three additional candidates within ten (10) points of the highest scoring candidate will be invited to interview. Interviews will be coordinated via teleconference, and candidates must have their camera on for the duration of the interview. Interviewees shall receive up to 30 points, based on the following two (2) sub-criteria that are scored on a sliding scale as described below: 1. Overall Interview Quality, up to 20 points: Highly Recommend (20): Candidate provided excellent responses to all interview questions. Candidate has firm grasp on the needs of the Agency and appears to have the requisite skill set to successfully perform the duties of the Position beyond the expectations of the Authorized User. Candidate should seamlessly fit within the office(s) and work environment of the Authorized User. Recommend (10): Candidate provided satisfactory answers to all interview questions. Candidate understands the needs of the Agency and would satisfactorily complete all tasks required of the Candidate. Do Not Recommend (0): Candidate was ill-prepared for interview; or Candidate's experience was overstated on the Resume submission; or Candidate did not understand the needs of the Authorized User; or Candidate failed to answer basic questions regarding the skills and experience required for the Position. 2. Communication Skills, up to 10 points: Excellent (10): The interviewer could clearly understand the information provided by the Candidate without prompting or follow-up. The Candidate was able to clearly communicate his/her skills and experience in response to the questions posed by the interviewer. If selected, the Candidate would be able to effectively speak and interact with staff without assistance. Average (5): The interviewer could understand the Candidate; however, Candidate required a few instances of prompting or follow-up. The Candidate was mostly able to communicate his/her skills and experience in response to the questions posed by the interviewer. If selected, the Candidate would be able to speak and interact with staff with minor, if any, assistance. Poor (0): The interviewer could not understand the Candidate. The Candidate was unable to effectively communicate his/her skills and experience in response to the questions posed by the interviewer. If selected, the Candidate would have difficulty speaking and interacting with staff without assistance from others.
