Required Qualifications: As per Civil Service Standards and Specifications. Must have, keep and maintain the appropriate valid NYS Driver's License; have a motor vehicle record which is free from major violations or a pattern of repeat violations. (Out-of-State Applicants, see Special Notes ). Ability to climb, stoop and do moderately heavy lifting/moving (up to 50 lbs). Candidate must be able to perform the physical tasks of the position such as bending, lifting, stretching and climbing. Must have the ability to work in confined spaces and from a ladder, scaffolding or man lift over ten feet in height. To qualify for this position, the selected individual must successfully pass a pulmonary function test to certify them to wear protective equipment; for example respirators. The tests shall be provided by the employing department. You must meet one or more of the following requirements to be considered for appointment to this title:Either 1. Graduate of heating, HVAC, ventilation, air conditioning, and refrigeration apprenticeship program from the U.S. Air Force;Or 2. Must have been an enlisted machinery technician (MK) with the U.S. Coast Guard OR possession of a certificate as a Marine Engineer issued by the U.S. Coast Guard;Or 3. Must have been an enlisted power generation equipment repairer with the U.S. Army;Or 4. Must have been an enlisted gas turbine systems technician, submarine nuclear propulsion plant operator reactor control, utilities man, machinist mate, or engineman with the U.S. Navy;Or 5. Must have a Merchant Mariner's Document (MMD) and have been a qualified member of the engine department (QMED) as an oiler, fireman/water tender, refrigerating engineer or engineman with the U.S. Merchant Marine;Or 6. Completion of a New York State Department of Labor registered apprenticeship program for stationary engineers, plant maintenance (plumber/steamfitter), HVAC Mechanic or plant maintenance (refrigeration/AC) (See Note #1);Or 7. Possession of a High-Pressure Boiler Operating Engineer License or Stationary Engineer License;Or 8. A bachelor's degree in Facilities Engineering, Mechanical Engineering, Electrical Engineering, or Marine Engineering;Or 9. Four years of full-time hands on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment;Or 10. Four years of full-time hands on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment;Or 11. An associate's degree in HVAC AND two years of qualifying experience as described in EITHER qualification #9 or #10 above;Or 12. Completion of an HVAC certificate or diploma from a BOCES program (900 hours) OR completion of an approved certificate in HVAC, electrical, refrigeration, boiler operations and maintenance, or plumbing from an accredited technical school or technology college AND two years of qualifying experience as described in EITHER qualification #9 or #10 above.Preferred Qualifications: An Associate's Degree in Plant Utilities Technology or the equivalent.Brief Description of Duties: A Plant Utilities Engineer 1 is responsible for operating, maintaining, troubleshooting, repairing, testing and calibrating mechanical and electrical equipment, provide heat, hot water, ventilation, air-conditioning and electrical distribution in the most efficient and safe manner possible. Incumbents also make recommendations on major overhauls and replacement of equipment and initiate activity relating to energy conservation project.Operate steam and hot water boilers including lighting off, firing, cleaning and shutting down system.Operation of chillers and related equipment.Read and interpret technical manuals, specifications, design, drawings and wiring diagrams. Working knowledge of OSHA, PESH, EPA, DEC Health, New York State Uniform Fire Prevention and Building Codes and Labor rules and regulations as they relate to the requirements of the occupation, including oil, spills, air quality, stack emissions and water contamination.Operate multi-fuel systems which could include oil, gas, and diesel. Duties include lighting off, warming up, checking for leaks, checking temperature and pressure and securing.Clean, inspect, maintain and repair boilers including but not limited to flushing, tubing and chemical cleaning of water side and fire side of boiler equipment, repairing brick work and other related maintenance and repair duties.Performs all chiller maintenance, such as cleaning condenser tubes, cleaning of evaporator, maintenance and repair of steam turbines, pumps, air compressors, steam systems, cooling towers, motors, motor starters and variable frequency drives.Handles various types of hazardous materials such as; refrigerants, Freon, gas, fuel oil, solvents, antifreeze, biocides, bitrates, amines, cyclohexylamine, marpholine, diethylamino ethanol, acids, caustic soda, regulated waste and refuse.Responds to incidents having potential environmental impact and/or safety concerns, such as chemical spills, oil spills, and blowouts and may be called upon to implement evacuation plans in emergency situations. Maintain right to know incidents.Work in confined space situations using personal protective equipment and supervise others working in confined space using personal protective equipment.Work at high elevations up to forty feet off the floor or ground level. Ladders are used for Emergency Exits that are 4 to 5 stories off the ground.Tolerate high noise levels. The noise level in the Power Plant can be in excess of 90 decibels. Hearing protections is required to be worn at all times when working in the Power Plant.Electrical hazards - Incumbent repairs and maintains high and low voltage distribution equipment such as motor controls and emergency power distribution systems.Will be required to keep written records of maintenance performed, fuel consumption and meter readings; prepares various reports such as equipment malfunctions.Provides training and assistance to subordinates.Other duties as assigned as appropriate to rank and departmental mission.Special Notes: These are full-time positions, 40 hours per week, shift and pass days varied. Night and weekend work required. FLSA Nonexempt position, eligible for the overtime provisions of the FLSA. Internal and external search to occur simultaneously.
