Job Type Full-timeDescriptionPerforms difficult administrative and protective service work. Assignments may include supervising a squad of police officers on an assigned shift, performing a specialized activity in the Police Department, conducting inspections of police vehicles, reviewing and approving work orders and vehicle maintenance requests, overseeing the evidence room, and related work as apparent or assigned. This position is designated as essential during emergency or disaster situations. Work is performed under the general direction of a Police Lieutenant. Limited supervision is exercised over assigned personnel. Essential Job Functions
  • Operates patrol vehicle, specialized police equipment, or walks to observe for violations of traffic laws, suspicious activities or persons, and disturbances of law and order.
  • Assist with directing and supervising activities of a shift.
  • Responds to radio dispatches and answers calls and complaints.
  • Issues citations for traffic violations and investigates traffic accidents.
  • Prepares and reviews subordinate officer paperwork, reports, and court documents; checks and reviews paperwork for accuracy, completeness, and conformance to established standards and procedures.
  • Serves warrants and makes arrests; testifies in court.
  • Provides police escorts, directs traffic; performs residential and commercial checks.
  • Assists with the recruitment and selection of department personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules.
  • Inspects, issues, and maintains inventory of department issued equipment; inspects police vehicles for damages, equipment, operations, mechanical condition, and cleanliness.
  • Receives and responds to inquiries or complaints; takes appropriate action to resolve complaints.
  • Conducts investigations of criminal incidents; interviews persons in connection with criminal incidents; secures crime scenes; collects, establishes chain of custody and preserves physical evidence; processes evidence through on-site identification technology and use of State and local laboratories.
  • Establishes effective contacts with the public, informants, coworkers, district attorney staff, and other departments to gain information related to criminal activities; conducts surveillance and develops leads.
  • Assists with, conducts, and participates in various in-service and special training programs.
  • Assists other law enforcement agencies when requested or assigned.
  • Assures clear lines of communication between executive leadership staff and line officers and that departmental policy, procedures and practices are clearly transmitted and understood.
  • May be assigned collateral duties such as administrative, narcotics, criminal investigation, training, special response team, etc.
  • Reviews and approves work orders and vehicle maintenance requests.
  • Provides supervision over the Evidence Custodian and serves as backup as needed.
  • Assists Police Officers and Animal Control as needed.
  • Serves on various committees and attends meetings as directed.
  • Performs work during emergency or disaster situations upon request and as assigned by management.

Requirements
  • High school diploma or GED.
  • Associates Degree or Bachelors Degree strongly preferred.
  • 6 years of Law Enforcement experience and some supervisory experience.
  • Possession of Advanced Law Enforcement Certificate or eligible to receive it within six months of appointment.
  • Possession of an appropriate driver's license valid in the State of North Carolina.
  • Possession of FEMA ICS-100 and ICS-700 certifications and the ability to obtain ICS-300 within six months of appointment.
Knowledge, Skills, and Abilities
  • Extensive knowledge of police methods, practices, and procedures.
  • Extensive knowledge of the geography of the Town and location of important buildings.
  • Extensive knowledge of the rules and regulations of the Police Department.
  • Skill in the use of firearms and the operation of motor vehicles.
  • Extensive knowledge of the philosophy, principles, and practices of law enforcement administration including budget preparation and administration.
  • Extensive knowledge of administrative systems of local government and North Carolina law enforcement agencies.
  • Extensive knowledge of local government purchasing, budgeting, personnel, and property management systems.
  • Ability to plan and organize a variety of administrative activities.
  • Ability to present ideas effectively, both orally and in writing.
  • Ability to conduct analytical evaluations and studies and to prepare related reports and recommendations.
  • Ability to perform work during emergency or disaster situations upon request and as assigned by management.
  • Ability to establish and maintain effective working relationships with governmental officials, associates, and the public.
Physical Requirements This work requires the regular exertion of up to 10 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires standing and sitting and occasionally requires walking, climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock and working with explosives; work is generally in a moderately noisy location (e.g. business office, light traffic).
