DutiesAs a Administrative Officer your duties will include, but are not limited to, the following:
- Provide decisions, advice, and counsel on a range of administrative and operational management support issues (human resources and material needs, human resources availability, administrative support matters, etc.), policies, programs, objectives, and plans.
- Plan and conduct analytical studies of organizational elements and work to identify problems and approve resource utilization, administrative support, and management effectiveness. Interprets findings and develops recommendations to improve organizational efficiency, effectiveness, and solve problems.
- Analyze and advise on the implications of proposed management decisions and the administrative aspects involved in the accession, retention, motivation, development, and use of human resources. Conduct personnel-related activities as requested to include preparation of personnel actions, position descriptions, award justifications, and other personnel related documents ensuring completeness, accuracy, and inclusion of supporting documentation.
- Analyze, evaluate, and manage accounting and control systems to maintain proper financial balances, distribute resources to all activities within planned limitations, and ensure that maximum benefits are obtained from resources. Analyze historical budget and financial data, as well as new and/or changing program plans, to develop and prepare budget estimates and justifications for current-year, budget-year, and out-year budget planning, including deficit budget planning scenarios. Identify actual and/or potential funding problems, fiscal trends, significant program deficiencies and imbalances, analyze conditions, and recommend adjustments and solutions.
- Serves as the organization's subject matter expert on space management policies. Coordinates and negotiates with GSA and building lessor on the supervisor's behalf.

QualificationsOnly experience and education obtained by the closing date 12/06/2024 will be considered.In order to qualify for this position you must possess the Minimum Qualifications.Minimum Qualification [GS-11]
One (1) full year of specialized experience comparable in scope and responsibility equivalent to at least the GS- 09 grade level in Federal service (obtained in either the public or private sectors). Specialized experience includes (1) providing administrative support to an organization(e.g., human resource or office support functions); (2) coordinating procurement of supplies, equipment, or property and travel arrangements for an office, and (3) formulating and tracking annual budgets for an office or program including the monitoring of expenditures, conducting financial analyses, and documenting findings. NOTE: Your resume must contain sufficient information in these areas to be found qualified. ORThree years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree -OR- haveearned a Ph.D. or equivalent degree in a discipline directly related to this position, such as business administration,public administration, industrial management, or accounting). ORA combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
