BSA OFFICER SUMMARYThis is a professional position in which the employee is responsible for coordination of all activities related to the Bank Secrecy Act. The employee serves as BSA/OFAC Officer as designated by the Board of Directors. Work is performed under general supervision from the Chief Risk Officer.ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.Serve as BSA/OFAC Officer (e.g., review report; prepare, edit or create CTRs, submit CTRs through e-filing system within regulatory deadline; retain copies; review reports to monitor potential money laundering or structuring of cash transactions; access computer system to obtain additional information; review monetary instrument sales log and perform necessary research; make decisions regarding qualified exemptions; create and forward paperwork to authorize exempt status; obtain Board of Director approval for exemptions; maintain list of exemptions; review exemption list annually; review transactions and prepare SAR's to report potential violations of criminal law or suspicious transactions; retain copies; may notify law enforcement officials; provide timely notice to Board of Directors; submit SARs through e-filing system; review reports and classify accounts; work with compliance officer to determine if blocking or rejecting funds is required; prepare and submit reports; notify customer; maintain blocked transactions per regulatory policies and procedures).Prepare and submit US Report of International Transportation of Currency or Monetary Instruments.Develop policies and procedures in compliance with the Bank Secrecy Act.Serve as an expert and provides guidance to other bank employees regarding mainframe capabilities and compliance with BSA, OFAC, and USA Patriot Act. Create and assemble training materials; conduct training sessions and respond to participant questions/concerns.Provide documentation and respond to questions from internal and external auditors as well as examiners regarding scope of job duties.Communicate with supervisor regarding the status of pending activities and projects.Comply with all banking regulations, policies and procedures.NON-ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.Maintain educational and professional expertise through attendance at job related seminars, conferences, and workshops. SUPERVISORY RESPONSIBILITIES Directly supervises assigned employees and performs administrative duties associated with staff management (e.g., trains employees, delegates work and ensures the completion of same, prepares and publishes work schedule, reviews and approves timesheets, coaches and counsels employees, prepares performance evaluations and conducts evaluation meetings, conducts staff meetings, makes salary and promotional recommendations, participates in recruitment, interview, and hiring process, administers progressive discipline, takes action regarding departmental activities and staff, approves/disapproves requests for leave time, notifies employees of mandatory training and bank meetings). Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.QUALIFICATIONSTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Possess at least four years of responsible, professional work experience in banking with an emphasis in Bank Secrecy Act. LANGUAGE SKILLS Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.MATHEMATICAL SKILLS Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.OTHER SKILLS AND ABILITIES Must be able to operate the following equipment: telephone, 10-key calculator, personal computer and printer, copy machine, and fax machine. Must have working knowledge of word processing and database software programs. Advanced PC knowledge.KEY CONTACTS-Internal and External:Has contact with Bank personnel regarding customer and/or teller transactions. Has contact with departments regarding reports and procedures. Has contact with computer operators with regard to daily processing activity. CERTIFICATES, LICENSES, REGISTRATIONS Valid driver's license.Current BSA AML certification or equivalent fraud & anti-money laundering credentials.PHYSICAL DEMANDSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
