Job Description :

The Sheriffs Office is seeking to fill one Emergency Dispatcher I/II position. Future vacancies for this position may be filled from the eligible list to be established. The expected life of the eligible list is six months.

SALARY

Level I: $21.53 - $26.27; Hourly $44,782.40 - $54,641.60 Annually

Level II: $23.78 - $29.01; Hourly $49,462.40 - $60,340.80 Annually

Under immediate (Emergency Dispatcher I) or general supervision (Emergency Dispatcher II), operates a variety of communications and dispatch equipment in receiving, monitoring and transmitting routine and emergency messages; dispatches public safety equipment and personnel for law enforcement, fire protection, medical services, animal control, probation, and other safety agencies consistent with established emergency and County procedures; performs a variety of technical tasks relative to the assigned functional area; performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate (Emergency Dispatcher I) to general (Emergency Dispatcher II) supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

Emergency Dispatcher I: This is the entry-level non-sworn classification in the Emergency Dispatcher series. Initially, under immediate close and continuous supervision, incumbents learn and receive training in the in the operation of a variety of complex electronic and telecommunications equipment used to dispatch public safety and public service personnel and equipment to emergency and non-emergency situations. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. At, or near, the conclusion of the probationary work period, positions at this level usually perform most of the duties required of positions at the II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Emergency Dispatcher II: This is the journey-level non-sworn classification in the Emergency Dispatcher series. Positions at this level are distinguished from the Emergency Dispatcher I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Positions in the Emergency Dispatcher class series are flexibly staffed and positions at the II-level are normally filled by advancement from the next lower level, after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

Some duties, knowledge, skills, and abilities may be performed in a learning capacity for entry-level (I Level) positions.

* Receives, analyzes, and evaluates 911, Sheriff's emergency and business calls, inquiries and complaints, fire, ambulance, roads, animal control, and maintenance; dispatches calls to appropriate parties; determines proper jurisdiction, staff and equipment to be dispatched.

* Monitors several public safety frequencies and the status of public safety units to ensure officer safety and availability for services.

* Operates multiple communications devices and computers concurrently to insure swift and appropriate response to calls; continuously updates suspect information and deputy locations.

* Maintains efficient records of radio calls and information logs; maintains and accesses business and premise history and index files for emergency and other necessary contacts.

* Accesses local, state and federal criminal justice information systems; operates teletype systems to transmit and receive information.

* Maintains radio contact with local units on assignment, allied, agencies, including mobile and portable units; recognizes units from other agencies and assists them with County units or provides requested information.

* Monitors alarms and security systems for businesses, relevant histories, and files for emergency contacts.

* Responds to radio traffic and requests and disseminates suspect information from roll call boards, prior calls, and bulletins; responds to in-house, radio paging, and after-hours phone lines.

* Provides information to field personnel responding to alarms such as location of water supply, fire hazards, response routes, etc.

* Responds to National Warning System alerts.

* Performs basic equipment adjustments and maintenance; may perform associated office support duties.

* As assigned, provides, training or, work instruction to newly hired Public Safety Dispatchers.

* Coordinates with and serves as back up to other local law enforcement agencies.

* Operates teletype terminals and other data communications equipment to send, receive and record information.

* Performs a variety of clerical work including computation of statistics and data entry.

* Performs related duties as assigned.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

EDUCATION AND EXPERIENCE

Education:

* Equivalent to completion of the twelfth (12th) grade.

Experience:

* Emergency Dispatcher I: One (1) year of full-time, paid experience involving extensive telephone contact or two-way radio communication experience and computer experience or training involving data entry and word processing.

* Emergency Dispatcher II: One (1) year of experience performing duties at a level equivalent to the classification of Emergency Dispatcher I with Kings County.

LICENSES AND CERTIFICATIONS

Licenses:

* Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.

Certifications:

* Emergency Dispatcher I: Ability to obtain, during one (1) year probationary period, an appropriate Public Safety Dispatchers Basic Course certificate issued by the California State Commission on Peace Officer Standards and Training (P.O.S.T.).

* Emergency Dispatcher II: Possession of an appropriate Public Safety Dispatcher Basic Course certificate issued by P.O.S.T.

SPECIAL REQUIREMENTS

Qualify for security clearance through a background investigation and fingerprint check. Ability to work irregular hours including emergencies, evenings, weekends and holidays, work varying shifts as necessary, and be available to be called back or held over to ensure minimum staffing levels. This classification is designated as a First-Responder.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City sites on an as needed basis; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; to enunciate clearly and with appropriate volume and to hear telephone conversations and normal radio communications with static or weak transmissions. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information and work at computer consoles in a standing or sitting position for extended periods of time. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.
