The salary range for this position is $6,378 - $8,483 monthly.

Thurston County Public Works is recruiting for a Communications & Outreach Supervisor (Education & Outreach Specialist III) to join our dynamic, energetic and innovative team. The successful candidate will manage multi-faceted and complex communication projects and develop new programs for the Public Works department. As an expert in their field, the candidate will effectively use a variety of mediums to communicate essential information to county stakeholders and the public and lead the department in identifying and developing communication strategies and resources. This position is responsible for supervising professional and technical personnel.

Essential functions may include, but are not limited to, the following:

* Analyzes and interprets technical information and develops new programs to effectively reach specific audiences.

* Stays apprised of emerging operations and environmental issues and anticipates changes in social and economic perception of issues and concerns.

* Designs new programs identifying mission, work plans, goals, objectives with measurable performance standards and financial impacts. Tracks program effectiveness, budget, and makes recommendations to management.

* Provides guidance to staff in handling inquiries and resolving conflicts. Researches requests or complaints, and personally provides assistance to the public for unusual, complex or difficult situations.

* Conducts educational seminars, workshops and training.

QUALIFICATIONS:

* Bachelor's degree in education, public health, environmental health, or other closely related field.

* Must have five years experience working in public health, environmental issues, or other related field promoting education, outreach, media campaign, public relations or other comparable experiences to successfully perform duties and responsibilities of the classification. Previous three years experience with budget management, grant management, and lead or supervisory experience.

* Ability to utilize a personal computer with related software to perform the essential functions of the position.

* Current Washington State Driver's License or have requested and obtained an appropriate accommodation.

* Depending upon assigned area of responsibility, may be required to possess a professional certification applicable to area of assignment (examples: Pesticide Applicator, Public Health Educator Certification, Hazardous Waste Health and Safety training, etc.).

DESIRED SKILLS:

* Bachelor's degree in communications, journalism or English and writing or other closely related field.

* Experience working in communication, marketing, journalism, or other related field promoting education, outreach, media campaigns, public relations or other comparable experiences.

* Proficiency in software programs and applications commensurate with the position (i.e. Adobe InDesign, Adobe Photoshop, Adobe Illustrator, Website CMS, Constant Contact.)

* Proficiency in social media including the use of management platforms such as Hootsuite, Tweet Deck, and other digital applications.

* Experience writing press releases for department emergency situations (i.e. road closures, upcoming road closures and other public works activities.)

* Experience writing and designing publications for government organizations including internal newsletters and external annual reports.
