Job Duties
VDOT's Culpeper District Construction Program is seeking a Construction Manager to manage highway construction and inspection activities on all phases of projects to ensure quality in accordance with plans and specifications and provide a quality transportation system for the traveling public.
Responsibilities may include but not be limited to:
* Responsible for program direction, planning, monitoring and evaluation; fiscal stewardship, and human resource management of staff
* Ensure CEI Budget and Staffing Plan are developed and submitted. Complete all required status reports. Thoroughly review plans and contract documents, coordinate required meetings, contact and coordinate the participation of internal and external stakeholders, and provide information to make informed recommendations for proactive issue resolution
* Review daily records for compliance to VDOT policies and procedures. Review and certify project records. Assure project operations conform to all OSHA, VOSH, MUTCD, Environmental, and Work Zone Protection Manual regulations
* Identify and provide on-site technical training for inspection staff. Utilize project schedule to assure inspection tasks are adequately covered. Present requests to augment staff and adjust work schedules in an effort to minimize overtime expenses
* Ensure required certifications have been obtained by staff and take remedial measures or develop action plans to assure program compliance with certification requirements.

Minimum Qualifications
* Proven ability to manage construction activities on a wide variety of roadway, structure and bridge construction projects.
* Knowledge of federal, state and local transportation rules, regulations and policies.
* Skill in the use of computers and software applications to include AASHTOWare Project (AWP) or project management software.
* Knowledge of road and bridge construction standards, specifications, MUTCD, environmental regulations, safety requirements, and DBE, EO and CR guidelines, rules and regulations.
* Valid driver's license.
* Ability to communicate effectively verbally and in writing with contractors, political entities and general public.
* Knowledge of preliminary engineering practices and contract development and management processes (contracts, special provisions and specifications).
* Safety shoes required.
* Possession of or ability to obtain required certifications within 12 months of employment.
* Knowledge of strategic, managerial, operational, human resource, supervisory, administrative and financial management principles, practices and techniques.
* Considerable knowledge of highway construction management techniques, methods, procedures, practices, materials and equipment.

* Possession of current certifications and completion of fall protection and confined space training.
* DEQ: Inspector for Erosion Sediment Control (ESC IN)
* A combination of training, experience, or education in Civil Engineering, Construction Management, or related field desired.
* DEQ: Inspector for Storm Water Management (SWM IN)
* Experience in engineering or surveying related to construction and inspection requirements on highways and structures. Experience supervising and training others. Experience with VDOT contract specifications desired.
* Radiation Safety USDOT HAZMAT Certification (Nuclear Gauge)
* Professional Engineer's license or Certified Construction Manager (CCM) certification.
* Soils & Aggregate Compaction
* Guard Rail Installer Training (GRIT)
* Asphalt Field Level I
* CPR with AED, Standard First Aid, and Blood Borne Pathogens (BBP) Combined Course
* American Concrete Institute (ACI) Concrete Field Level I (CCWA) OR WACEL Concrete I Certification
* Experience supervising consultant or in-house inspection staff.
* Experience with VDOT contract specifications.
