Position Data:Program Analyst I-J23-U10-HRegularNon-Exempt (eligible for overtime)Overview:Pay Range: $32.40 - $41.10 per hour (AFSCME-87 Pay Plan, C42 Step 1-13)Hiring Range: $32.40 - $34.39 per hour (AFSCME-87 Pay Plan, C42 Step 1-4 DOQ)Job Closing Date: January 27, 2025There is a Program Analyst I ( aka Community Resource Specialist/Data Analyst) vacancy with Yakima County District Court (DUI Unit).The Community Resource Specialist participates as a member of the DUI Supervision Unit, who are responsible for supervising clients who are on community supervision for DUI and are at a high risk of re-offending. This position is split between tasks involving data analysis and the other half involving work directly with clients and in coordination with other staff members in the Unit, to identify services necessary to ensure successful program participation and transition out of the Unit. These services include, but are not limited to, education, job readiness, job placement, life skills etc. Additionally, the Community Resource Specialist researches and maintains an updated list or database of community resources to meet needs of the clients served by the Unit. Relatedly, it is imperative that the Community Resource Specialist become a subject matter expert in the available resources and how to access those resources from a client perspective. The successful candidate in this position will develop educational and informational materials about the Unit for clients, other law and justice partners and the general public. In addition to providing services and support to clients, this position will be responsible for collecting data related program activities. Key responsibilities include developing and maintaining data collection systems, performing data analysis to identify trends and areas for improvement, and producing reports that communicate findings to senior leadership, stakeholders, and policymakers. (This excludes Yakima County Sheriff's Office and Department of Corrections)Responsibilities:Essential Duties:Develops and maintains data collection systems, performs data analysis to identify trends and areas for improvement, and produces reports that communicate findings to senior leadership, stakeholders, and policymakers. Monitors performance metrics, assess the impact of community supervision programs on recidivism rates, and contribute to continuous program improvements based on evidence-based practices.Collaborates with probation counselors, case managers, and other program staff to understand operational needs and ensure data collection methods align with program objectives. Ensure data integrity, confidentiality, and compliance with all relevant legal, regulatory, and policy requirements related to criminal justice data management.Assists clients in accessing community resources and services to overcome the barriers and meet their needs. This includes researching an available resource, understanding the requirements of the identified resource and meeting those requirements, assisting in the application process and any other tasks or activities that assists the client to access the resource. Develops necessary forms and/or materials to track progress, inputs data in case management system. Provides reports to the Team on progress of client related to overcoming identified barriers. As a member of the Unit, identifies needs and/or trends related to gaps in services. Research available resources to bridge those gaps. Presents regularly to the Unit about available resources and specifically, opportunities to meet the needs and or enhance the service delivery to clients. Develops and maintains an accessible database and/or website of current resources available to support the therapeutic court clients. Performs other duties as assignedEducation and Experience:Bachelor's degree in Criminal Justice, Data Science, Statistics, Public Administration, Social Work, or a closely related field AND two (2) years of experience in data analysis, preferably within the criminal justice system, community supervision or related government programs. Additionally, this position requires 2 years of case management experience; OR an equivalent combination of education and experience which provides the knowledge, skills and abilities sufficient to successfully perform the essential duties of the job. Required:Valid WA State driver's license and proof of insurance, if requested.Successful completion of a criminal background investigation and general employment verification.Preferred:Bilingual - Spanish - Verbal only, Preferred that they be able to conversational Spanish and have the ability to communicate legal terminology in Spanish.Familiarity with evidence-based practices in community supervision and rehabilitation is highly desirable.Equipment Used: Computers and Workstations, Printers and Copiers, Fax Machines, Telephones, Office Scanners, Document/Case Management Systems, Conference Equipment, Shredders, Office Furniture, Administrative Supplies, and Passenger Vehicle.Working Conditions: This position is rated as Sedentary Work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
