JOB TITLE: EXECUTIVE DIRECTOR OF BUSINESS & OPERATIONS
DEPARTMENT: District Office
SUMMARY:Responsible for managing the financial affairs, maintains financial accountability, and budget oversight for the School District. Manages the Facility, Transportation, Food Services, and IT operations of the District
ESSENTIAL DUTIES & RESPONSIBILITIES:
* Manages, coordinates, prioritizes and schedules the daily financial and business operations for the District in compliance with federal, state and district regulations, policies and procedures
* Interviews, recommends hires, trains, evaluates work performance, and disciplines staff in accordance with District personnel policies and procedures
* Develops, analyzes and administers budget and long-range financial planning
* Monitors cash flow and reconciliation of funds to County Treasurer
* Provides financial guidance on District financial position and annual budget development
* Provides financial data and budget projection as requested
* Manages and prepares reports for the District federal grants management programs
* Monitors the monthly cash management and completion reports for granting entities
* Reviews monthly expense reports to determine compliance with grant application and specifications
* Establishes, maintains and submits financial reports and internal audits required by state and federal agencies
* Manages the District's benefit programs such as employee insurance, worker's compensation, unemployment, risk management and retiree insurance
* Oversees and supervises the District's Business Office staff and operations such as Payroll, Accounts Payable/Receivable, General Fixed assets in compliance with regulatory requirements
* Supervises the Food Service Department; audits monthly reports from the Food Service Director
* Submits required reports to regulatory agencies; supervises the Maintenance and Transportation Department
* Supervises the IT Department and ensures that fixed assets are properly accounted.
* Generates and submits transportation reports to regulatory agencies
* Monitors bus driver licensing compliance
KNOWLEDGE, SKILLS & ABILITIES:
* Knowledge of District rules, regulations, policies and procedures
* Knowledge of principles of federal and state accounting and financial reporting regulations, policies and procedures
* Knowledge of principles of management, supervision and training methods and techniques
* Knowledge of principles of Generally Accepted Accounting Standards practices and procedures
* Knowledge of computer financial management software programs and databases
* Knowledge of principles of grants monitoring and reporting practices
* Knowledge of principles of customer service methods and techniques.
* Skill in reading, analyzing and interpreting financial records, reports and regulations
* Skill in developing and projecting budgetary expenses
* Skill in delegating, assigning and evaluating work performance of assigned staff
* Skill in managing multiple programs and departments
* Skill in written and oral communications
* Skill in establishing and maintaining effective working relationships
* Ability to speak and read English proficiently
QUALIFICATIONS & REQUIREMENTS:
Education & Experience:
* Bachelor's Degree in Accounting, Business Administration or related field
* Five (5) years public sector accounting, business management or related experience (Preferred)
* Two (2) years of management or supervisory experience
* Must possess current/valid AZ Driver's License
* Finger Print Clearance
* Maintain requirements for access to Fort Huachuca
Any equivalent combination of training, education and experience that meets minimum requirements
Computer Proficiency: General proficiency with MS Office, required financial programs, and other programs required for the supervision of Maintenance, Transportation, and Food service.

WORK ENVIRONMENT:
Indoor office environment. This position regularly works indoors. The noise level in the work environment is generally quiet to moderate and may become excessively noisy at times. Will have contact with employees, external agencies and the public.
