The Department of Social Services Accountability Office (DSS-AO) is responsible for supporting the integrity of social services programs administered by the New York City Human Resources Administration (HRA), Department of Social Services (DSS) and Department of Homeless Services (DHS).
DSS-AO maintains the operation of the Office of Audit Services (OAS) and Office of Quality Assurance (OQA), Office of Accountability Strategies (OAS), Compliance and Contract Monitoring (CCM), Investigation, Revenue and Enforcement Administration (IREA), Office of Data Security Management (ODSM) and the Accountability Initiative and Change Monitoring (AICM).
Within Accountability Strategies, the Office of Data Analytics and Verification is responsible for establishing policies relating to the development, maintenance, and support of information technology systems, data analytics and data reporting for DSS-AO. This area manages the following five units: Data Analytics, Data Reporting, Triage Unit, Investigation & Administrative Unit (IARU) and Information Systems Technology (IST).
The Office of Data Analytics & Verification is recruiting for (1) Administrative Staff Analyst NM III to function as an Executive Director, Data Analytics & Verification who will:
* Oversee the management, administration, and operation of the office of Data Analytics and Verifivation. Oversee the analysis, design, specification, and cost analysis for installation, configuration, operation, support and maintenance of software/applications. Oversee software usage for data mining, data analytics, data reporting, database hosting and systems used for fraud investigation, revenue collection activities and tracking. Ensure business continuity for all program areas/units/offices during implementation and testing of new/improved software, applications and/or systems.
* Design, test, and implement the process to evaluate claims for skimming reimbursement in a batch, data-driven manner, with 100% accuracy and timeliness, saving the agency tens of thousands of staff work hours, and single-handedly ensuring that over 80,000 claims are correctly processed.
* Coordinate planning, set policies and prioritize the developmental implementation of key projects and systems to meet identified goals and mandates.
* Direct senior staff in the management of the evaluation, design, analysis, installation, testing, provision, and maintenance of large-scale program areas, agency wide IT systems, application projects, and database administration.
* Assess, recommend and acquire the analytical, data mining, data matching, data quality, and data sharing methods and/or tools that drive DSS-AO operations, and other Agency program areas (e.g. FIA, MICSA, and HASA), sister City agencies (e.g. ACS), and NYS agencies, in particular the NYS Department of Health.
* Design, implement, operate, and monitor analytics processes. This includes designing and operating analytics process to identify cash assistance (CA) clients with case characteristics requiring Bureau of Eligibility Verification (BEV) referral, overseeing BEV client referral process, designing and operating an analytics process to monitor Fair Fares program eligibility. Additionally, designing and operating analytics processes to identify Medicaid savings, both within DSS and State Department of Health (SDOH), directly saving hundreds of millions of dollars in annual Medicaid spending. This work includes identifying Medicaid clients who should apply for Medicare, identifying Medicaid clients who should be part of buy-in program, and identifying SDOH Medicaid clients who should no longer have benefits.
* Direct the enhancement, development, testing and documentation of highly confidential systems that facilitate the processing of big data consumed by DSS-AO. Direct the recording, tracking, monitoring and reporting on the associated DSS-AO client, employee, investigative and collection activities.
* Oversee data modeling, predictive analytics, geospatial analytics, and technological investigative techniques employed by the DSS-AO Data Analytics team. Oversee the development of SQL code and the automation of algorithms within associated applications.
* Identify program areas, systems and algorithmic processes requiring enhancements and develop strategy, design, and deliverables to ensure enhancement initiatives are executed in a timely manner, while taking advantage of newer, lower cost technologies. Develop algorithms to automate processes for improved operational workflows, cost savings and/or enhance collections. This includes designing and operating an analytics process to identify rental assistance overlapping payments, allowing the agency to prevent duplicative rental assistance.
* Direct and oversee the development of metrics, measurement methodologies and management reports that support DSS-AO program areas, inform DSS-AO executive office, and comply with external reporting mandates. Review and recommend the use of database queries and stored procedures for accuracy and to identify areas/methods of improvement to increase efficiency. Create and revise procedures as necessary.
* Direct the planning of data quality and control measures governing the Triage unit. Ensure that systems and applications (i.e. IRIS) contain properly coded and classified data. Direct the remediation of any issues.
* Ensure that applications and systems are developed optimally to maximize the efficiency/effectiveness of Agency resources. Ensure that applications and systems can be maintained in the most reliable manner over their lifespans. Identify, negotiate, implement, and consume new data exchanges. Develop and maintain databases and systems that store big data in an efficient and readily accessible manner.
* Direct activities and meet with program executives, or their designees, to review and analyze their requirements, to prioritize the tasks and determine the action steps required to meet project objectives. Direct and coordinate the activities of staff of internal and external agency partners.
* Provide high level/expert, technical data quality and reporting expertise and guidance to Agency Senior Executives in the development of IT systems that will impact or be used by DSS-AO
Hours/Shift: Monday to Friday 9 am-5 pm

Minimum Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in 1 above.

* Extensive experience supporting HRA programs including Medicaid, HPA, FIA/SNAP, Accountability, and Fair Fares. - Extensive experience working with HRA and NYS data systems including EDW, MDW, WMS, SFARS, Cognos, IRIS, and OneViewer. - Extensive experience with big data and tools such as Excel, SQL, ArcGIS, R, and Python. - Extensive experience with commercial data systems such as Accurint, Talx, USPS Address Forwarding. - Extensive experience with fraud investigations. - Extensive experience designing data analytics processes from scratch to meet agency needs. - Background in project management.
